About this file

This is an Emergency Purchase Statement filed by the State of Illinois, Office of the Illinois State Fire Marshal (OSFM), through the Chief Procurement Office for General Services. The purchase was conducted as a quick purchase under Section 20-30(d) of the Illinois Procurement Code due to the immediate need for vehicles to support four newly filled positions: one Elevator Inspector, one Fire Certification Specialist, one Chief Operating Officer, and one Director of Fire Service Outreach. The vendor selected is Morrow Brothers, located at 1242 Main Street, Greenfield, Illinois 62044. The OSFM will procure four Ford Hybrid Explorers that are immediately available for delivery. The emergency purchase was awarded on July 16, 2026, with authorization signed on July 17, 2026, by Amy James-Meurs, APO.

The total estimated expenditure for this emergency purchase is $183,948, to be funded through state appropriated funds. The OSFM determined that existing state master contracts—one for police pursuit SUVs (22-416CMS-BOSS4-P-41049) and another for electric SUVs (24-416CMS-BOSS4-P-63043)—did not meet the agency's immediate needs due to extended delivery timelines. The agency contacted three vendors (Morrow Brothers, Landmark, and Bob Ridings) to seek competitive quotes and found that Morrow Brothers offered four hybrid SUVs at a lower cost than the master contract prices with immediate delivery capability. A search of the Business Enterprise Program database yielded zero certified vendors for vehicles under NIGC Code 071-80, making inclusion of minority or women-owned contractors not feasible for this procurement.

OSFM thought it would be best to seek quotes from other vendors to see if we could find a better price, and we did. Morrow Brothers, Landmark, and Bob Ridings was contacted. Landmark responded (via email, please see comm. in file) and stated that they have 0 hybrid/flex fuel on their lot. We then contacted Landmark (via email, please see comm. in file) and they stated they had 1 SUV equivalent and we need 4. Morrow Brothers has 4 hybrid SUVS that are cheaper than the master price value and are ready to deliver.
