Text version

20 February 2024 Omnibus IDIQ for Research and Development, Engineering and Support for the DEVCOM Armament Center in the Areas of Weapons Development, Cannon Development, AT-System Testing/Diagnostics and Netcentric Support.

General questions

1. Is the government seeking proposals that addresses all functional areas or can offerors propose efforts that address some but not all functional areas? OFFERORS MAY PROPOSE AGAINST ONE, TWO, OR ALL THREE FUNCTIONAL AREAS

2. Will the government accept partial solutions? For example, if an organization proposes an effort related to requirement 4.1.1 but not 4.1.2, will that be acceptable? NO. AN OFFEROR WOULD NEED TO SUPPORT THE PWS IN IT’S ENTIRETY FOR EACH FUNCTIONAL AREA (ie, ALL OF 4.1, 4.2, AND/OR 4.3). CONTRACTORS ARE ENCOURAGED TO TEAM WITH SUBCONTRACTORS TO SATISFY ALL REQUIREMENTS IF NECESSARY.

3. Will this effort be related to any specific government program or span several government programs (e.g. ALAS-LC, ERCA, etc)? NO SPECIFIC PROGRAM. THE BASE PWS IS WRITTEN TO BE ABLE TO ISSUE TASK ORDERS SPANNING CURRENT AND FUTURE PROGRAMS AND OVERALL SUPPORT.

4. Are Green Card holders allowed to work on this effort, as long as not on anything “secret” or “classified”? NO. PWS 5.3 SPECIFIES ONLY US CITIZENS MAY WORK UNDER THIS CONTRACT.

5. As long as non-US citizens don’t access sensitive data, software, or equipment, are they allowed to work on this effort? NO. SEE NUMBER 4.

6. Regarding security classification, is it possible to propose an effort that would not require handling “secret” or “classified” information? NOT ALL TASK ORDERS WILL CONTAIN SECRET REQUIREMENTS, HOWEVER SOME WILL. THIS IS AN ASSESSMENT MADE BY THE GOVERNMENT AT TIME OF TASK ORDER GENERATION. IN ORDER TO RECEIVE A BASE CONTRACT AWARD, ALL VENDORS MUST BE ABLE TO HANDLE AND STORE CLASSIFIED INFORMATION UP TO SECRET.

7. Is it anticipated that this effort will be awarded as an IDIQ? YES, MULTIPLE IDIQ CONTRACTS WILL BE AWARDED AS A RESULT OF THE SOLICITAITON.

8. Is Teaming permitted or encouraged? YES (however, please keep in mind this is a small business set-aside, so those considerations should be taken into account).

9. Is it the Government’s intent to make multiple awards? YES

10. Is this a follow-on award to a previous or similar IDIQ? PART OF THIS AWARD (FUNCTIONAL AREAS 2 AND 3) ARE PARTIALLY FROM PREVIOUS IDIQ SUITES. FUNCTIONAL AREA 1 IS ALL NEW WORK AND FUNCTIONAL AREAS 2 AND 3 HAVE BEEN REVISED TO INCLUDE ADDITIONAL/CHANGED REQUIREMENTS.

11. Approximately what percentage of travel is planned to be OCONUS? THERE IS CURRENTLY NO TRAVEL OCONUS ACTUALLY PLANNED. THIS IS AN IDIQ, SO OUR REQUIREMENTS ARE ON A TASK ORDER BASIS, NONE OF WHICH ARE CURRENTLY DEFINED. HOWEVER, HAVING THE ABILITY TO INCLUDE OCONUS IS IMPERATIVE TO THE DEVCOM AC MISSION SPACE.

12. Approximately what percentage of hours worked could be performed at the contractor’s facility vs. at Government Locations? THIS WILL BE ON A TASK ORDER BASIS AND NONE OF OUR REQUIREMENTS ARE CURRENTLY DEFINED.

13. Is it the Government’s intent to make the award CPFF, FFP or a combination of the two? THE MAC IDIQ WILL INCLUDE CPFF TASK ORDERS AND FFP WITH THE ABILITY TO ALSO DO HYBRID TASKS.

14. Are the planned total hours a combination of the hours shown as FFP plus CPFF in the Draft + Price + Matrix? If not, please explain. THESE ARE ESTIMATES, AS THE DEFINED REQUIREMENTS WILL BE HANDLED IN EACH TASK ORDER AWARD.

Specific questions for each requirement

4.1.1 Cannon Development and Analysis Support Tasks

1. Does “cannon design support” include supporting US government engineers and designers (i.e. not just designers in industry)? YES. THE TASK ORDERS ISSUED UNDER FUNCTIONAL AREA 1 COULD SUPPORT THE GOVERNMENT DIRECTLY, EXISTING SUPPORT CONTRACTORS, OR A COMBINATION OF BOTH.

4.1.2 Cannon System Design and Engineering Support Tasks

2. For components procured in adherence to DEVCOM AC ISO 9001, does the procuring organization need to be ISO 9001 as well? For example, if the prime contractor, who is not ISO 9001, procures parts from an ISO 9001 certified subcontractor, will that be acceptable? YES. PROVIDED ISO STANDARDS ARE UTILIZED IN THE MANUFACTURING OF THE PARTS, PRIME VENDORS MAY PURCHASE REQUIRED PARTS THAT ARE FROM AN ISO CERTIFIED SUBCONTRACTOR.

4.2.1 Engineering Drawings

3. Is this requirement geared towards government-original designs? MOST OFTEN THIS WOULD BE THE CASE, HOWEVER, THE POTENTIAL EXISTS TO HAVE EFFORTS THAT RELY ON CONTRACTOR ORIGINATED TDPs.

4.2.3 Quality System

4. Does the ANSI-ASQC 9002 requirement only apply to the manufacturer of the part, or does the organization procuring the parts also have to be able to apply ANSI-ASQC 9002? THE MANUFACTURER OF THE PARTS WOULD NEED THE APPROPRIATE QUALITY SYSTEM. IF A PRIME VENDOR ON THIS MAC IDIQ IS SIMPLY PROCURING PARTS FROM A MANUFACTURER AS PART OF A LARGER EFFORT, THAN THE MANUFACTURING SUBCONTRACTOR WOULD NEED THE CERTIFICATION.

4.2.6 Materials and Metallurgical Testing

5. Will this be on materials and samples provided by the government? THAT DETERMINATION WOULD BE ON A TASK ORDER BASIS.
