About this file

This document contains a set of questions and responses related to the Town of Telluride Comprehensive Plan procurement process. The file covers a wide range of detailed inquiries submitted to the Town, with responses addressing public outreach efforts, community engagement platforms, existing planning documents, infrastructure assessments, and proposal submission guidelines. Key topics include the 2023 Telluride Community Vision and Action Plan, public engagement strategies using platforms like Engage Telluride and Polco, existing water and wastewater master plans, transportation and parking assessments, and specific requirements for proposal sections.

The document reveals that the Town has conducted significant community engagement, including six pop-up events, one open house, a survey with 1,142 responses, three stakeholder meetings, and two retreats. The comprehensive planning effort will focus on multiple elements, with housing needs identified as a key component. The Town seeks a consultant to develop a plan that aligns with principles of livability, sustainability, and community values, with an anticipated budget of $335,000. The project will build upon the 2006 Master Plan (updated in 2012) and the 2023 Community Vision and Action Plan, aiming to provide policy direction, program guidance, and project alignment for the town's future development.

Telluride Comprehensive Plan

QUESTIONS

(DEADLINE Friday June 12, 2024)

• Is there a deadline for further questions? No, none was provided in the RFP

• Was public outreach performed for the 2023 Telluride Community Vision and Action Plan? If so, what did it entail and will the results be available for the consultant for the Comp Plan? Yes, six pop up events, 1 open house, a survey with 1,142 responses, 3 stake holder meetings and 2 retreats. Yes, all results will be available to the consultant.

• Do you anticipate the need for a Town Comp Plan Task Force to convene key Town staff on a regular basis for plan input? Yes, that would be beneficial.

• Will the Town's Collective Envisioning workshop (Feb 2024) results for the action plan to address justice, equity, diversity, and inclusion be available to the consultant? The Sustainability and Grant Administrator for the Town is incorporating this feedback into the JEDI Action Plan. Our strategy is to have quarterly Collective Envisioning Workshops to continue evolving our Action Plan, the next is scheduled next month.

• When will the 5-year Telluride JEDI Action Plan be completed? The plan itself will continue to evolve and adapt over the course of the 5-year plan. The document will be available on the website within the next few weeks.

• When was the last time the Town distributed the biannual community survey?

A survey was completed in 1977, Here; 1986 Here; and a Regional Survey in 2002 Here;

• Will the consultant have access to the result so the latest survey? Yes, you may access Here and Here.

• Would the Town be interested in an additional GIS story map deliverable for the final Comp Plan? Yes, see the story map that is currently on the Town Website: STORY

MAP

• Relative to the analysis of housing inventory and needs mentioned as 1.1.5.d., The most recent (2018) housing needs assessment for San Miguel County was a 100-page report by EPS and RRC that relied on a substantial survey effort with around 1,000 respondents (residents + employers). What are the expectations for a 2024 updated assessment of housing needs in terms of level of detail/effort? Although the plan will focus on a several elements, we anticipate that a key component of the plan will be housing needs. Data, trends analysis and surveys should provide a clearer understanding of the supply, long term needs, opportunities/strategies and resources.

• The RFP refers to a desire for two evening "open houses" – one each with the Planning and Zoning Commission and the Town Council. Are those to be actual open houses involving public participation? If not, are the two outreach efforts mentioned in 1.1.5.f expected to be additional/separate public open houses? Or maybe one open house and one survey? The intent is to accomplish the public outreach efforts separate from the open houses with the P&Z and Town Council.

• In Phase 2, item 1.2.2 mentions that the Town is retaining Engage Telluride to participate in additional outreach efforts. Does Engage Telluride have respondent lists and/or technical capacity to assist with survey efforts that may be needed to complete some of the Task 1 scope (including, potentially, some detailed questions about housing needs)? Engage Telluride is a “Bang the Table” engagement platform utilized by the Town Staff. We anticipate the consultant is familiar with the platform and will take the lead in utilizing this tool for all phases of the plan.

https://engagetelluride.org/community-vision-plan. along with EngageTelluride or Bang the Table, the Town also uses the Polco platform for survey needs

• Has the Town completed water and wastewater master plans recently, including GIS asset inventories, hydraulic models, field inspections/system calibrations, and capital project development and prioritization? If not, is that the scale of effort sought under the “Utilities and Infrastructure” element of the Master Plan, or are you seeking a high-level desktop overview of infrastructure needs? Yes, Town has a 2017 Stantech Wastewater Treatment Master Plan. Any updates would be under separate RFP/RFQ. Town does not have a Wastewater Collection System Master Plan.

Town has a 2010 Water Demand Study and a 2010 Water System Master Plan (Includes Treatment, Distribution, and Collection). Town has Capital Improvement Plans (CIPs) for water/wastewater. The Town does conduct GIS asset inventories. The Town is quoting for water hydraulic models – any field inspections/system calibrations are performed without the aid of a model at this time. The Town monitor and has flow meters on major interceptors, but no wastewater collection hydraulic model at this time. The Town does have a Stormwater Master Plan, components of which should be addressed in the Comprehensive Plan with possible recommendations. The Town is not looking for a high-level desktop overview of utilities and infrastructure. Utility Master Planning is usually a separate effort. We will be wanting density and population projection data.

• You identify “Town Facilities” as a deliverable item. Are you expecting a full Facilities Assessment? No, Public Works Department does not expect any Facility Assessment as part of this Comprehensive Plan effort.

• Regarding Transportation and Parking can you better define what is desired as part of both of these elements. The plan should provide a general assessment of the existing transportation network, transit options, multi-modal options, and provide direction towards accomplishing “complete streets.” A parking analysis is being completed this summer and will be a useful resource. https://telluride-co.civicweb.net/filepro/documents/402506/ https://engagetelluride.org/community-vision-plan https://telluride-co.civicweb.net/filepro/documents/402506/ https://telluride-co.civicweb.net/filepro/documents/402506/

• Can the transmittal letter be combined with a cover letter? Yes

• For Section 2.3.1, XX has more than 20 principal officers and directors. Can we provide a description of the director’s experience who will be assigned to the project. Can this be in form of a bio in their resume? Yes

• For Section 2.3.3, if individually completed similar projects are listed in the resumes, is it ok to list similar projects completed for each firm instead of each individual? Yes

• For Section 2.3.4, is this only for the primary consultant or the entire consultant team?

Can this be combined with section 2.3.1? Yes, it may be combined.

• For Section 2.3.2, “Discuss any primary roles that other members of the firm will fill”. Can this be illustrated in form on an organizational chart? Yes

• Can you define what you would like to see for Section 2.3.5. Would this be in form of a narrative, links to final plans, projects sheets with specific data (such as, project duration, contract vs actual budget), etc.? What is the evaluation criteria for this section?

No specific format is preferred. The evaluation criteria is identified on the first page of the RFP.

• Can Section 2.3 Experience be divided into separate sections such as, project team, project experience, legal, fee, project approach, scope and schedule? Does everything have to follow the order shown? Yes, may be divided into separate sections and no order is prescribed.
