About this file
This file contains a questionnaire designed for surplus dealerships participating in a Defense Logistics Agency (DLA) Aviation Industry Day event scheduled for February 26th at 10:30 Eastern time, conducted virtually via Microsoft Teams. Respondents must submit completed questionnaires via email to Program Managers Gary Miller (Gary.L.miller@dla.mil) or Treesa Son (Treesa.Son@dla.mil) prior to the Industry Day event. The questionnaire addresses ten primary topic areas: suggestions for improving DLA cohesion and efficiency with the surplus community, specifically inquiring about "pull" versus "push" inventory models; participant experience with DLA's previous 2015 and 2020 RFI efforts for back-ordered items and recommendations for improvement; detailed descriptions of business models including demand forecasting, inventory distribution practices, and sales allocation between government and other surplus dealers; inventory management systems and capabilities for providing stock-on-hand visibility to DLA; awareness and sourcing of inventory from third-party surplus dealerships; frustrations and bottlenecks in the surplus offering process, including concerns regarding RFQ submissions and the C04 Surplus Representation process; recommendations for reconstructing DLA's acquisition model and methods for engaging the surplus community; thoughts on evaluation factors for surplus offers relative to evaluation costs; and any additional information about the surplus dealership community.
Responses should be submitted in Word document format or within the body of an email. The one-on-one discussion sessions following the Industry Day presentation will provide private timeslots (one hour each) available on February 26th or the following day, with interested dealerships required to notify DLA points of contact to receive Microsoft Teams invites with assigned timeslots.

2. DLA conducted efforts in 2015 and 2020 to solicit surplus offers for back ordered items. In each effort, an RFI was posted with a large list of NSNs and DLA requested that surplus dealers review the list and provide quotes for any items they could supply.
a. What was your experience, if any, with participating in these efforts?
b. Is there any way DLA can improve this approach to soliciting surplus items?
c. Is there any other feedback you wish to provide on this approach to soliciting surplus?
3. Please provide a description of your business model
a. Demand Forecasting: How do you determine what surplus to buy (either from DLA or a 3rd party surplus dealership)?
b. Do you provide unsold surplus inventory to other surplus dealerships?
c. What percentage of your sales are to the DLA/Government versus other surplus dealers.
4. Please provide a description of your inventory system
a. What inventory management software do you use?
b. Do you have a way for customers to search your on-hand inventory?
c. Are you able to provide DLA with a list of on-hand surplus inventory?
5. Do you have suggestions on how the surplus dealership community can give DLA better visibility of surplus stock-on-hand?
6. Have you ever purchased surplus from a 3rd party surplus dealership instead of directly from DLA and if so, how were you made aware of the availability of their inventory?
a. What was the name of the dealership?
7. What is your biggest frustration or bottleneck when offering surplus?
a. When DLA issues an RFQ to submission of a quote by you offering surplus material, outline your frustrations and what works well?
b. What are your frustrations with the C04 Surplus Representation process?
c. What information should or should not be asked for under C04, Surplus Representation, to determine the technical acceptability of a new unused Government surplus offer.
d. What critical information from DLA would help when submitting a surplus offer?
8. If DLA were to reconstruct from the ground up how we do business with the surplus community, what is your recommendation on the acquisition model or method DLA should consider?
9. Our cost to evaluate surplus offers exceeds the current evaluation factor. Please provide your thoughts on changing the evaluation factor for surplus offers.
10. Is there any other information about the surplus dealership community you would like us to know?
