About this file

This document is a question and answer summary for a Request for Proposal (RFP) for Nutrition Services at the Southern Nevada State Veterans Home. The RFP seeks a vendor to provide food service, including preparing and delivering meals to resident rooms, handling guest meals, and providing nutrition supplements. The maximum number of resident meals is approximately 193,815 annually based on 177 residents receiving 3 meals per day. The RFP also requires the vendor to provide 2 special events per month at no additional cost. Responses to the RFP are due by a date not specified in the provided information.

The RFP instructs vendors to provide pricing on a per-meal basis, factoring in all labor, food, and administrative costs. It also allows vendors to propose alternative pricing structures, such as by average daily census or with separate rates for management/labor and food/snacks. The RFP indicates a registered dietitian is on-site and available to guide menu planning, though vendors may include their own dietitian services in the per-meal pricing. Additional details are provided on managed care, Medicaid, specialty unit, and tube feed census figures to help determine the required registered dietitian budget.

Kosher Meals
Is there a requirement for Kosher meals? If so, are we able to provide separate pricing for this?
We are not a Kosher kitchen. If a resident were to be admitted and requesting a Kosher diet, we would likely need to purchase premade Kosher meals to provide.

Missed/guest meals
Do you have a monthly estimate of how many missed meals there are? Same question for guest meals?
Missed meals when Activities outside of building are ongoing are 70-80 per month. Guest meals average 5 per day, totaling around 150-155 per month.

Meal distribution
is delivering of the meals to individual rooms the responsibility of the food service provider?
CNA/ nursing staff deliver meals to resident’s rooms. Alternate meals are plated in the kitchen and delivered via kitchen cart. A dietary representative plates up standard meal on the units on a steam table then delivered by nursing.

Vendor to be responsible for payment & receipt of guest meals (1.2)
Do they have an estimation of annual or monthly sales?

Any preference on POS system?

150-155 per month guest meals. POS is currently on paper

Nutrition Supplements are being provided by Food Service (1.2)
Are this both commercial and non-commercial?
Currently the kitchen orders and provides any oral nutritional supplement that needs to be cold (e.g. magic cups, 2.0 Med pass, and milkshakes). I would prefer we can move towards making our own milkshakes/ smoothies that can be fortified.

2 Special events per month at no additional cost (2.4.5)
How elaborate are these?
Special main course meal for holidays or special events. Annual open house event with Govt. VIP’s

2.1The maximum number of resident meals is 193,815 (177 residents x 3 meals x 365 days).
Do you have an estimate for the amount of non-resident meals? (Meals for employees, and family etc...)
150 per month. Families pay for their meals if they participate.

Food Services Cost Matrix
In addition to providing a cost quote per the required structure of the RFP 24VS-S1316 Food Services Cost Matrix-- would it be okay to provide other price structure options; for example proposal bill by Average Daily Census from the prior month with a Per Patient Day, or a Fixed Rate for the Management and Labor with a Variable Rate for the raw food and the snacks? Or if we provide other price quote options would that create too much confusion and risk/increase our chance of being docked points with the conformance with the terms of the RFP? In addition, would it be helpful for informational purposes to provide info to what the price quote would look like with dining and food services with a 6-cycle menu, 5-cycle menu, etc... and our rate with registered dietitian services billed separately and billed inclusively? Regardless, happy to propose by the price per meal based on the average daily census.
All costs need to be on a per meal basis. Vendor needs to factor all their labor, food and admin costs into the per meal rate based on average census.

Registered Dietitian Services
Would you like this proposal to include dietician services?
We have a RD on site who performs all normal RD services. If you need RD services on the vendors end, then that needs to be factored into your per meal price.

There is a dietitian on site that could help guide you with menu planning; however, our current vendor uses their own company dietitians
