About this file

This document is a Questions and Answers file addressing clarifications for a federal waste management and disposal services contract. The solicitation involves multiple dumpster and waste handling services at a General Services Administration (GSA) facility.

The contract requires the following services on specified pickup schedules: two 40-yard dumpsters for trash and debris requiring 104 and 52 annual pickups respectively, one 30-yard metal dumpster requiring 40 annual pickups, two 40-cubic yard roll-off dumpsters for Municipal Solid Waste requiring 104 and 52 annual pickups respectively, and one 30-cubic yard metal roll-off dumpster requiring 40 annual pickups annually. CLINs 0002/0003 and their option equivalents must be priced as one "Lot" for each CLIN as firm fixed price annual services. Offerors must base pricing on the specified annual pickup counts. Contractors must return empty containers to the facility after disposal and maintain container availability on-site at all times. The primary material type for roll-off dumpsters is Municipal Solid Waste (MSW), with Construction and Demolition (C&D) waste being infrequent and minimal. The agency has no approved disposal or recycling facilities designated for contractor use. A compactor under a Republic Services lease and a compactor placed under a shredder are excluded from the contract scope. Subcontractors' and teaming partners' relevant experience and past performance may be credited toward the five-year corporate experience requirement and past performance reference submissions.

Text version

• I see an exchange of two 40 yard dumpsters for debris and one 30 yard dumpster for metal, pick up on an on-call basis. Do you know how often these dumpsters may need to be picked up?

o Pickups vary depending on GPO’s work schedule.

o For the 40 Yd Trash dumpster, we will need 104 pickups annually.

o For the 40 Yd Debris dumpsters, we will need 52 pickups annually.

o For the 30 Yd Metal dumpster, we will need 40 pickups annually.

• Section B leaves the Unit field blank for CLINs 0002/0003 and their option equivalents. Should offerors price these as "Each" annual services?

o They should be priced as one “Lot” for each CLIN.

• CLINs are Firm Fixed Price annual services, but the 40-yd and metal dumpsters are estimated on-call. What annual pull counts and average tonnage should offerors use to price a firm fixed annual rate?

o For the 40 Yd Debris dumpster, we will need 52 pickups annually.

o For the 30 Yd Metal dumpster, we will need 40 pickups annually.

• Compactor Services

a. Please provide the historical weight for each pull? Per SOW, services are performed 2x per week.

o The weight is not calculated for the trash compacter for every pull. The current contract is billed at a fixed price.

b. At the site visit, it was noted that the current compactor is under a lease with Republic Services. Will the current lease between the agency and Republic impact on the new award?

o Please disregard any mentions of a lease. The compactor is not included in the new award.

c. Does the agency have any approved disposal facility for the contractor to use?

o There are no approved disposal facilities.

• 2-40CY Roll-Off Dumpster Services

a. Please provide the historical weight for each pull?

o No historical weights have been provided.

b. How often are these on-call services requested per month? For the last months.

o Pickups vary depending on GPO’s work schedule.

o For the 40 Yd Trash dumpster, we will need 104 pickups annually.

o For the 40 Yd Debris dumpsters, we will need 52 pickups annually.

c. Does the contractor need to return the empty container back to GPO after disposal services? Does a container stay on-site at all times?

o Yes, to both questions.

d. Please confirm the material type? Is it MSW or C&D collected in this container?

o The primary material type will be Municipal Solid Waste (MSW). Construction and Demolition (C&D) waste is typically handled by the contractor performing the associated project. If GPO does generate C&D waste, it would be infrequent and minimal in volume.

e. Does the agency have any approved disposal facility for the contractor to use?

o No.

• 1-30CY Metal Roll-Off Dumpster Services

o Yes, to both questions.

d. Does the agency have any approved recycling facility for the contractor to use?

• Compactor Placed under the Shredder

a. During the site visit, there was another compactor placed under the shredder. Please confirm that this compactor is not covered under this contract.
