About this file
This document is a Question Set for Case Coordination Services, designed to evaluate organizational capabilities for serving unaccompanied children in federal custody.
The question set is organized into seven categories addressing critical operational and service delivery areas. Section A covers startup readiness, capacity requirements, and proposal development support needs. Section B evaluates organizational quality assurance models and compliance history, particularly regarding child abuse or neglect citations. Section C assesses language capabilities and cultural competency, specifically experience serving children from Central American countries (Guatemala, El Salvador, Honduras). Section D addresses federal immigration and law enforcement experience, including work with EOIR, DHS, ICE, U.S. Border Patrol, Homeland Security Investigations, and experience with immigration documentation processes. Section E examines expertise in child welfare systems, ORR (Office of Refugee Resettlement) UAC (Unaccompanied Children) network knowledge, safety and risk management, medical record coordination, legal services, and TVPRA-mandated services. Section F focuses on experience serving vulnerable and high-risk populations including homeless or runaway children, trafficking victims, and children with mental health needs, substance use issues, or trauma. The final Section G addresses information systems and data security, including case management software, safeguards for personally identifiable information (PII) and protected health information (PHI), and media management experience related to unaccompanied children. This question set appears designed as a source sought or pre-solicitation document to gather information from potential contractors prior to a formal solicitation.
