About this file
The document is a Q&A file for the Pole Treatment & Inspection Request for Proposal (RFP) issued by Central Florida Electric Cooperative, Inc. (CFEC), covering a three-year contract period from 2025-2027. The RFP seeks a contractor to perform comprehensive system-wide services including full meter audits and light audits across all 16 substations. Specifically, the contractor will conduct annual full system meter audits for each year of the contract, with a dedicated light audit planned for 2025, focusing on visual inspections of infrastructure, equipment condition, and light inventory.
The contract involves detailed field work with specific requirements, including using pre-stamped 6-digit numbered tags, conducting visual inspections of meters and lights, and collecting kilowatt-hour readings. The cooperative will provide source data for pole locations, though data completeness varies by area. The contractor can use an open internet connection for data syncing, and is not expected to perform extensive measurements or joint use audits beyond identifying obvious hazards. While pricing details are not fully elaborated in this document, the RFP indicates line items for different audit types across the contract years, suggesting a structured pricing approach for the requested services.

Questions for Pole Treatment & Inspection RFP
1. Also, are we only to audit the lights listed in the data provided by CFEC or does
CFEC require a light inventory of their entire system? Are you able to provide us with the source data or a screenshot of the locations of these lights if we’re only auditing the lights listed in the data?
We are looking to do a full system light audit in 2025 only. We can provide source data, but we are also looking to identify lights that are present in the field but not map, or lights on the map but not in the field.
2. Is it CFEC’s expectation that the system wide meter audit, covering all 16 substations, be conducted over 3 years?
We are expecting to do (3) full system meter audits for 2025-2027. So, each year of the contract, all 16 substations will need to be covered.
3. You mentioned that the RFP was revised to include the Light Audit. That line item is listed only on the 2026 pricing sheet. Should we assume, all light audits will be done in one year or should that line item be on all price sheets?
It will only be for that year.
4. Is it CFEC's expectation that all fields in the screenshot be populated by crews, including the following:
o Conductors:
▪ Clearance Status o Joint Use
▪ (All Fields)
We don’t expect those fields to be populated as part of these inspections unless maybe there is an obvious hazard related to conductors or joint use. We’re not expecting a joint use audit or any measurements, just visual inspections.
5. Will CFEC please provide the locations of meters and light audits to be performed by year?
Yes
6. For the meter audit, other than a Visual inspection and Kilo-watt hour reading, does CFEC require any additional inspection or data be collected?
See attached screenshots
7. Could CFEC please provide more information regarding the outdoor light audit?
Does this consist of a Visual inspection to determine the condition of the light, or will more information need to be collected?
See attached screenshots
8. Will contractor need to specify what type of light it is? Example: Streetlight or yard light? LED or high-Pressure Sodium? There is no Unit price billable for outdoor light audit. Is this accurate?
See attached screenshots
9. Is CFEC’s VPN required to link when syncing and transferring data, or does an open internet connection work?
Open internet connection will work for syncing
10. Is the 6-digit numbered tag pre-stamped, or is it a stencil that requires assembly?
Pre-stamped
11. Can CFEC provide source data for these poles which includes original treatment type and age ranges?
It depends on the area; some areas have this data in GIS and others are missing data.
