About this file

This document is a questions and answers file for solicitation DQ2027-488 Noninvasive Ground Survey, issued by the Colorado Department of Military and Veterans Affairs (DMVA). The project involves conducting archival research and a noninvasive ground survey of the Teller Institute property. The DMVA has indicated that vendors may propose their own methodologies and determine appropriate archival research effort levels, with discretion regarding which repositories to consult, such as History Colorado, the Mesa County Historical Society, and Colorado Mesa State University. Notably, travel is not expected or required as part of this solicitation. The DMVA will lead all tribal consultation activities with relevant Tribal Nation leaders, elders, and members, while the selected consultant will focus on the archival research and ground survey components. The final report may be delivered in whatever format the vendor deems most appropriate, with no specific templates or content standards required.

The document clarifies that the DMVA is working with limited documentation due to a fire that destroyed existing records regarding the cemetery and Teller Institute property. While the DMVA will attempt to provide available materials and assistance during the process, no previous investigations of the land have been completed. The breakdown of work on the quote page should include cost by task or deliverable, allowing vendors to itemize expenses according to their proposed scope of work and technical approach. This solicitation is for services to be provided to the State of Colorado.

Questions for DQ2027-488 Noninvasive Ground Survey

1. Can DMVA identify the repositories expected to be consulted (e.g., History Colorado, National Archives, Bureau of Indian Affairs, local historical societies, churches, schools, etc.), or is the consultant expected to determine the appropriate repositories independently?

Answer: Vendors may use their discretion but History Colorado, the Mesa County Historical Society, and Colorado Mesa State University have been good sources in the past.

2. Does DMVA anticipate a minimum level of archival research effort (e.g., number of repositories, research hours, or travel), or should respondents determine the appropriate level of effort based on their proposed methodology?

Answer: Effort shall be in the discretion of the Vendor but travel is not expected or required as part of this solicitation.

3. Are there any required or preferred research methodologies, or may respondents propose their own archival research approach?

Answer: The respondents may propose their own archival research approach.

4. Is there an existing historic context or previous background research that respondents should rely upon, or is development of a new historic context expected as part of the archival research effort?

Answer: We have provided all the previous background research in the DQ that is known, unfortunately background information on the land was lost in a fire.

5. Does DMVA have existing archival research, previous investigations, or background materials related to the Teller Institute or the project area that will be made available to the selected consultant(s)?

Answer: Again, we have limited information on the land and Teller Institute due to a fire that burned the records.

6. Will the selected consultant be provided access to any existing records, tribal consultation summaries (as appropriate), cemetery documentation, or previous investigations that have already been completed by DMVA or its partners to avoid duplication of effort?

Answer: The DMVA will try to be as helpful as possible during this process, but we are working with limited documentation. There was a fire that burned the existing documents with details on the cemetery, and the DMVA has not completed an investigation of the land beforehand.

7. Are there specific report formatting requirements, templates, or content standards that respondents should follow for the final report and presentation?

Answer: No, we want this information to be delivered to us in whatever way the vendor feels is most appropriate.

8. The RFP notes that the project involves consultation with Tribal Nation leaders, elders, and members. Will this consultation be conducted by DMVA, or is the archival research consultant expected to lead consultation activities?

Answer: The DMVA will be leading the consultation with the Tribes involved in this project.

9. For the Quote page, could DMVA clarify what should be included in the “breakdown of work”? Does that refer to a breakdown of cost by task (i.e., cost of magnetometry survey

vs. GPR), or should information on technical approach/scope of work be included?

Answer: Cost by task or deliverable.
