About this file

This is a Questions and Answers document clarifying requirements for fire extinguisher system inspections and maintenance services at Veterans Affairs facilities in the St. Louis area (Hope Recovery Center, John Cochran, and Jefferson Barracks). The document addresses technical specifications and service scope, confirming there is one kitchen hood at Hope Recovery Center requiring semi-annual inspections with full service, fusible link replacement, pipe blowout, and cleaning. Kitchen hood inspections are to be conducted in July and January, aligned with extinguisher inspection schedules. Fire extinguishers on work vehicles—including five police cars, one social worker vehicle, and five buses—will be available for annual inspection with two days' advance notice from respective departments.

The Q&A clarifies that tagging requirements apply only during annual service inspections with the current year's tag and initials marked with the inspection month, not monthly inspections. Semi-annual kitchen suppression system inspections and fusible link replacement are required separate from quarterly hood cleaning standards. Contractors may swap available extinguishers for units undergoing testing or maintenance and update inventory accordingly, though original units must be returned to locations once service is completed, ensuring continuous fire protection coverage. Unscheduled maintenance and equipment replacement beyond service life are the government's responsibility, with contractors to notify if units are unrepairable. The document indicates three to four annual service calls are anticipated, with new tags required only when torn or extinguishers are discharged.

QUESTIONS AND ANSWERS:

Please confirm number of kitchen hoods. The PWS lists only one kitchen hood at Hope Recovery Center. The attached pictures show two separate systems. The extinguisher list shows several K class extinguishers, which are used in kitchens, at both John Cochran and Jefferson Barracks. Wouldn’t that indicate the presence of kitchen hoods (likely multiple) at those locations too?

1 Hood located at Hope Recovery Center see revised photos below.

Can you provide the number of fusible links for each kitchen hood? (this is a line item on their pricing sheet). Are any of the hoods a type that require a cartridge to be replaced?

2 fusible links, no cartridge Should kitchen hood inspections include a pipe blow out, cleaning or replacement of nozzle caps or o-rings?

Yes full 6 month service with assurance fusible links replaced Can kitchen hoods be inspected in July and January to align with the extinguisher inspections?

Yes There is mention of inspecting extinguishers located on some work vehicles. Will all these extinguishers be available for inspection at the locations listed during the annual service?

Yes, the vehicles are 5 police cars, 1 social worker, and 5 on various buses. When the schedule is prepared, I can notify those departments to turn over their extinguishers for inspection 2 days prior.

Where can we include a hazardous waste removal fee?

What Hazardous material is this regarding? A fee would need to be justified.

Is the replacement of any retired extinguishers included in the unscheduled maintenance line?

No, let us know if an extinguisher is beyond service life or unrepairable, we have spares in storage to replace or will purchase new as needed.

There is no way we can anticipate the unscheduled maintenance or number of service calls needed since we do not know the state of the systems/units. Are there some numbers they would like us to place on line items 0003AM, 0005, 1003AM, 1005, 2003AM, 2005, 3003AM, 3005, 4003AM and 4005?

This is if a new tag is needed if torn off, or is an extinguisher needs a recharge if discharged. Only occurs 3-4 times per year.

The SOW states: “Hang new tag for the current year on all bottles. Apply initials and date onto tag MM/YY on tag on month inspection is completed.” Does this requirement mean we need to quote for monthly fire extinguisher inspections, or is tagging only required during annual service?

Mark only the month that you are here.

9. Exhaust Hood Inspection We understand this task includes inspection and cleaning of the hood system. The Annual and Semi-Annual kitchen suppression system inspections appear to be separate requirements. Are we expected to quote for both the quarterly exhaust hood cleaning and the Annual/Semi-Annual kitchen suppression system IT&M? Service as usual every 6 months and fusible link replacement is required.

10. If so, since hood cleaning is typically performed quarterly per NFPA standards, should we include pricing for four (4) quarterly hood cleanings, in addition to the Annual and Semi-Annual suppression system inspections?

Service as usual every 6 months and fusible link replacement is required.

11. Spares/Loaners Requirement (Notes – Page 9) The notes state: “Spares/loaners to be provided if extinguishers are temporarily pulled for testing or maintenance.”

May we swap extinguishers with units we currently have available, leave replacements in place, and update the inventory sheet accordingly?

Yes, Please. Typically a vendor marks theirs with an “L” on the label and swaps when possible.

12. Or are we required to return the original units back to the location after testing/maintenance is completed?

Return originals and As long as an extinguisher is per NFPA available and there are no gaps in fire protection
