About this file

The file is a Questions and Answers (Q&A) Excel spreadsheet for the Nevada Department of Health and Human Services Division of Health Care Financing and Policy's Actuarial Services Request for Proposal (RFP) 40DHHS-S3339. The RFP seeks actuarial services for three distinct scopes of work: Managed Care Organization (MCO) and Dental Benefits Administrator (DBA) Capitation Rate Setting, Specialty MCO for Children with Complex Behavioral Health Needs, and Non-Emergency Medical Transportation (NEMT) Rate Setting. The procurement covers services for Nevada Medicaid and Nevada Check-Up, serving approximately 793,904 participants. The critical submission deadline is July 8, 2025, at 2:00 PM PST, with an anticipated contract award on September 9, 2025. The contract will have a five-year term with potential two-year extensions, initially covering Calendar Year 2027 and potentially expanding to include 75,000 rural residents.

The Q&A document reveals key pricing and operational details, including a resource pool for ad-hoc reporting with hourly rate structures for various professional levels. Vendors are not required to bid on all three scopes of work, and the state does not anticipate increasing the number of MCOs, DBA plans, Specialty MCOs, or NEMT brokers. The evaluation will be weighted 85% for technical proposals and 10% for cost, with potential vendor presentations influencing selection. The state will provide actuarial data annually and as needed for special projects, and vendors can propose annual inflationary adjustments to hourly rates. The procurement emphasizes developing actuarially sound capitation rates and supporting innovative healthcare financing initiatives, with the state preferring vendors to use cloud service models and SFTP sites for data transfer.
