About this file
This document is a Questions and Answers (Q&A) file for the Harney Gym Phase II project (Solicitation W91QF4-25-B-A012), providing detailed clarifications for potential contractors. The Q&A covers numerous technical and logistical aspects of the renovation, including guidance on removing and reinstalling turf panels, wood flooring protection, door specifications, structural work, telecom and power relocation, fire alarm systems, and mechanical/electrical modifications. Key points include: paint-grade doors are acceptable, no new structural drawings are required (but shop drawings must be submitted), the project is tax-exempt, on-site toilet facilities can be used, and the start date will be determined after project award.
The document provides specific technical details such as installing new VFDs on AHU-3 which requires full testing and balancing, handling of concrete flooring and mortar mud caps, fire alarm system modifications, and HVAC condensate routing. Notably, the project involves renovating areas including the East Gym, Women's Locker Room, and creating new Comm and Laundry Rooms. The Department of Public Works (DPW) will have their contracted structural engineer review submissions, and contractors are expected to coordinate closely with the Contracting Officer's Representative (COR) for power outages, communication system changes, and other critical project elements.

Questions and Answers
1. Please provide install guides for the turf system in the east gym. We will have to remove and re-install this system.
Answer: [DPW: The portable turf panels are a Field Turf product installed in 2019 {FieldTurf
- 175 N Industrial Blvd NE. Calhoun, GA 30701- Tel 1-800-724-2969 - Fax (514) 340-9374;
Rep: David Ross 816-886-8097, David.ross@fieldturf.com). The product is loosely laid over the wood flooring and snaps together vertically in a “puzzle-piece” type system. Contractor should take some care in removing and installing so as not to break the interlocking “teeth”.]
2. Please confirm what type of wood flooring is in the East gym. Heavy equipment for plumbing below slab and structural steel set will have to come in through the east gym.
Answer: [DPW: Original drawings show “33/32” Hardwood T&G on 2” x 3” sleepers”.
Contractor will have to review and protect as necessary. Depending on the amount of time required and timing in the day/week, equipment may be brought through the main doors as with prior approval by the COR. If that route is chosen, the flooring in the newly renovated areas must be protected, and replaced if damaged.]
3. Plain sliced birch doors are called out. All doors look like they will be painted. Will paint grade doors be acceptable? This would be a cheaper option for the government and result in the same finish.
Answer: [DPW: Yes “paint grade” doors are acceptable.]
4. Please confirm no structural review or engineered stamped drawings will be requested from the contractor.
Answer: [DPW: No new stamped structural drawings are required. Shop drawings of all structural elements are to be sent to DPW to have the government contracted structural engineer (Bob D. Campbell) review them for compliance with the drawings.]
5. Please confirm no structural shoring will be needed if steel is installed per drawings prior to CMU Demo.
Answer: [DPW: Correct; steel lintel must be installed as directed prior to removal of CMU wall below.]
6. Page S2 D3/S1 says (Re: Details B3/S2) B3/S2 does not exist on this plan set. Should this note say Re: B2/S2?
Answer: [DPW: The “Cope End…” note should read C2/S2 and the “Clip Angle note should read B2/S2]
7. How will the re-location of all telecom and power be handled? From prior experience, there are limitations of what the contractor is allowed to touch/install on the telecom system.
Answer: [DPW: Contractor is to follow the Telecoms sheets T1, T2, T3, and T4 for installing the telecom equipment, for any specific concerns about installing the telecom systems get back with DPW to verify.]
8. With the existing telecom room being demoed and re-located, we will need to know where every line in the building goes and what route to follow.
Answer: [DPW: The best available data drawings will be provided with this amendment.
(Original Bldg Drawing – E-2 Sheet 73 and E-6 Sheet 77)]
9. Will RM 132 need to be completed first to limit communications down time? How much telecom down time will be allowed?
Answer: [DPW: Refer to Sheet A12 for Phasing of work. There should be no downtime during normal operating hours of the building for the switch-over of communications or power to be based in Room 132. We believe Demo of the Locker Room and new work can be done first so that lines just need to be switched over at night or on a holiday at some point.]
10. Please provide locations and size of existing footers. This will be needed for plumbing rough in work. If not provided it will be very hard to say if the 3 week shut down can be completed if a MOD is needed to complete the plumbing main.
Answer: [DPW: The size and locations of existing concrete foundations and footers in the original structural drawings are available for contractor review and use. In the previous project at the site, the contractor reported that these drawings of below grade concrete were found to be very accurate.]
11. Please provide ceiling finish on finish schedule (all rooms). RM 132 and 131 look to be open to structure. Please confirm.
Answer: [DPW: Sheet A9 has been updated to include new information. Yes, Rooms 131 and 132 are to be open to the structure above.]
12. Please confirm what type of divider (plastic, wall, plywood wall, sheetrock wall) will be needed between phases of work.
Answer: [DPW: The type of materials of the divider are at the Contractors option, but the installation much be neat and professional and the area of work needs to be secured from the public.]
13. Confirm no structural steel is needed at new window locations looking into the east gym.
Answer: [DPW: Contractor is to follow the drawings. No new structural steel is needed for the new window openings.]
14. Does DPW know where the mortar mud cap stops and starts?
Answer: [DPW: DPW cannot be sure of where the mortar “mud cap” starts and stops, but we believe it is under the 6” quarry and 2” ceramic floor tiles in the red quarry tiled hall/lobby, the Men’s toilet and the Women’s Locker where being converted mostly to the Comm Room, approximately 1,000 SF.]
15. Please confirm Fire Alarm work will only be in the construction area. Testing, trouble shooting, or re-programming any existing troubles at the panel is not included in the base bid.
