About this file

This document contains Questions and Answers for a Request for Quotations (RFQ) for a C-Segment Sport Utility Vehicle (SUV) procurement by the U.S. Embassy in Ankara, Turkey. The RFQ (number 19TU1525Q3735) seeks a vehicle with specific technical requirements, including a left-hand drive, gasoline-powered intercooled turbo engine not exceeding 1.6L, minimum 8-speed automatic transmission, and compliance with Euro 6.2 emission standards. The procurement will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with no trade-offs permitted between price and technical features beyond mandatory criteria.

The document clarifies that vendors must be either the original equipment manufacturer (OEM), an authorized importer/distributor, or a certified reseller with demonstrable authorization. While hybrid configurations are preferred, they are not mandatory. The embassy does not specify preferred vehicle brands and encourages offerors to conduct competitive benchmarking within the Turkish automotive market. Vendors must provide documentation verifying technical compliance, warranty obligations, and lifecycle support, with key requirements including a minimum 4-year/100,000 km warranty honored locally and availability of after-sales service and OEM parts within Turkey. Specific prior pricing data cannot be released due to procurement confidentiality policies.

Request for Quotations number 19TU1525Q3735

C-Segment Sport Utility Vehicle (SUV) for the U.S. Embassy Ankara

1. Question: As you may expect, we are not an authorized vehicle dealer ourselves. However, we will be procuring the vehicles from a licensed car dealership. All vehicles purchased will come with full manufacturer warranties and maintenance services provided directly by the authorized dealer. Additionally, we are prepared to include full details and documentation from the authorized dealership in our proposal submission to verify compliance with warranty, servicing, and support standards. We would appreciate your confirmation on whether our proposal would be considered acceptable under these conditions.

1. Answer: The intent is to ensure that any vendor submitting a quotation is verifiably:

• The original equipment manufacturer (OEM);

• An authorized importer or distributor; or

• A certified reseller with demonstrable authorization from either the manufacturer or a licensed dealership.

As specified in the solicitation, all proposals must substantiate—through formal documentation—that technical compliance, warranty obligations, and lifecycle support are backed by a legitimate and qualified source. This assurance is critical to ensuring reliable, sustained post-delivery support to the U.S. Embassy. Because this procurement is conducted under simplified acquisition procedures, clear, credible, and complete documentation is essential for a quotation to be considered responsive and eligible for award.

2. Question: To ensure that our quotation fully meets your expectations and operational requirements, I kindly request the following information:

- Are there any preferred vehicle brands or models that the U.S. Embassy Ankara has procured in the past for similar requirements?

- Would it be possible to obtain general insight into the previously awarded unit prices or specifications, to ensure our proposal is appropriately competitive and technically compliant?

2. Answer: 1. Preferred Vehicle Brands or Models: The U.S. Government does not specify preferred brands or models for this procurement. In accordance with FAR 52.211-6 “Brand Name or Equal,” the solicitation allows offerors to propose any vehicle model that satisfies all the salient characteristics listed in Section 1 of the RFQ. These include, but are not limited to:

- Left-hand drive (LHD)

- Gasoline-powered, intercooled turbo engine not exceeding 1.6L

- Minimum 8-speed automatic transmission

- Compliance with Euro 6.2 emission standards

- Availability of after-sales service and OEM parts within Türkiye

- Minimum 4-year/100,000 km warranty honored locally

- While hybrid configurations are preferred, they are not a mandatory requirement.

Previous Awards, Unit Prices or Specifications: We cannot release specific prior pricing data due to procurement confidentiality policies. Historical acquisitions typically include compact SUVs from widely recognized brands that meet all EU regulatory requirements and can be supported through authorized service networks in Türkiye. All offerors are encouraged to conduct their own competitive benchmarking within the Turkish automotive market, using the specifications provided in Section 1 of the RFQ to ensure technical acceptability. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method—no trade-offs will be made between price and technical features beyond mandatory criteria.
