About this file
This is a Questions and Answers document for RFQ 19QA10-26-Q-0005 concerning gardening services for the US Embassy compound in Doha, Qatar. The document addresses 78 clarification questions submitted by prospective contractors regarding scope, staffing, irrigation systems, plant materials, security procedures, and operational requirements.
Key service requirements include maintenance of approximately 14,000 square meters of landscape area containing 100 trees, 50 palms (including 3 fruit-bearing), 300+ shrubs, and 5,200 seasonal flowers planted twice yearly. The contractor must furnish all labor, materials, equipment, and services under a fixed monthly price structure, with costs including labor, materials, insurance, overhead, and profit. Staffing requirements mandate a dedicated full-time on-site supervisor and 5-7 total gardeners; all personnel require Fit-to-Work certificates, HMC cards, and security clearances obtained through an 8-12 week process. Working hours are 8 hours daily excluding lunch, with flexible summer schedules. The contractor is responsible for seasonal flower supply and fertilization, green waste removal, routine cleaning of pathways and hardscape surfaces, fruit harvesting from palms using provided or rented equipment, irrigation mainline maintenance, pest reporting and treatment, and plant replacement due to negligence. The Embassy retains responsibility for irrigation pump and controller maintenance, major irrigation repairs, spare parts supply, water provision via Kahramaa, hardscape repairs, and plant replacement due to weather or lifecycle completion. All pesticides require Embassy Safety Office approval; gate passes are required for personnel and vehicles. Proposals must be submitted electronically, and the James Zadroga tax is not applicable as the contract is below the statutory threshold.
