This section shall also include the requested information in Section 5.2, Subcontractor Information, if applicable.
Is ?Section 3? a typo in these instructions? ?Company Background and References? is RFP Section 5. Would the State please clarify specifically what the proposer is to include in Section VI of their response? Does DMV mean vendors should respond to each of the Subsections in Section 5 (Sections 5.1 through 5.12)? Followed by written responses to Sections 5.2.1 through 5.2.9.1 for any subcontractors?Company background is in section 5.
27APPLUSTECH1 - Project OverviewThe overview and subsequent RFP requirements indicate that DMV would like to establish a web-based driver knowledge testing program, however, there are several requirements that appear to contradict this and speak more to an outdated non-web-based architecture (e.g. localized client/server). These include:

?4.9.12 The system should be able to store the test and function independently of any web-based application. Download updates tests nightly or weekly and have them pushed when there are changes.?

?4.21.5.4 Software installation; training will enable management to modify, recover, backup, and update the system, including documentation and methodology used to do so. Instructions must be provided in Microsoft Word;?

Regarding 4.9.12, because the system is entirely web-based, any updates to the system, including tests, are updated in real-time and immediately available. Regarding 4.21.5.4, there?s no software installation required, only the need for a compliant web-browser resident on the target computer. In addition, and as a result of utilizing a fully redundant cloud architecture, proposer?s system performs backups in real-time as well as switches from the primary environment to the backup environment in the event of a failure to ensure the highest level of system uptime and availability. As part of the vendor response, when answering the requirements please specify how your vendor system will comply or other recommendations for advanced technologies.
28IDEMIA10.4.4 If needed, vendors shall provide one (1) PDF Cost Proposal file that includes the follPlease confirm that the Excel spreadsheet (Attachment I) is to be submitted in PDF format within Part II-Cost Proposal.Yes as stated in section 10.4.4 it must be provided in PDF format.
29IDEMIA12.3.4.1 The contractor shall be required to have its project management located in Carson City forIs this a full time onsite presence in Carson City?As stated in section 12.3.4.1 the NV DMV prefers onsite presence during the duration of the project, and is willing to work with the vendor for other remote options.
30IDEMIA12.3.4.1 The contractor shall be required to have its project management located in Carson City forCan there be a combination of remote and onsite project management by the contractor? The NV DMV is willing to work with the vendor in regards to this request.
31APPLUSTECH4.5.2 - Vendor Provided EquipmentWill DMV confirm that all of the vendor supplied equipment must be new so all vendors are on equal footing? As stated in section 4.5.2 the NV DMV requires all new equipment.
32APPLUSTECH4.6.1 - Station LocationsUnderstanding that the required solution is 100% web-based and capable of operating in a browser, does DMV require the vendor to provide dedicated Examiner Stations? More specifically, the proposed solution could be offered to DMV more cost effectively, if for example, existing DMV computers were used to operate the Examiner functionality and proposer offered DMV unlimited licenses to utilize the functionality. This does seem to be what is being requested, however, proposer is unclear whether they would need to include the costs for physical hardware (e.g. computers, printers, desks, chairs, etc.) associated to the 18 Examiner Stations in such a scenario. The answer to this question may also impact the RFP language between 4.8.10 and 4.8.11 wherein it requires that Examiner Stations be equipped with a printer. As stated in section 4.8.11 and 4.9.14 the NV DMV is requesting dedicated examiner stations. The proposed vendor can include as part of the response to the requirements and cost proposal to provide an alternative solution. As stated in section 4.5.2, the vendor must provide all necessary equipment.
33APPLUSTECH4.12 - Station FurnishingsWith respect to the vendor supplied workstation:

- Will DMV confirm that the supplied workstation must be new?

- Will DMV expand upon or further clarify the requirement that the workstation be portable? Based upon the requirements, and what appears to be in use today, it would seem difficult for a single person to pick-up a workstation and relocate it to another office site.

- Do power outlets and network jacks exist at the existing workstation locations or will they need to be installed? If installed, is this work completed by the vendor or DMV?As stated in section 4.5.2 the vendor must provide all new test stations. The portable stations requirement refers to allowing them to be moved from one site to another, for example if a site closes or is relocated.
34APPLUSTECH4.16.8 and 4.19 - Master System, Master Station, and Examiner ConsolesWill DMV further explain what the references to Master Station and Master System mean? What is the difference between a Master Station and an Examiner Console?Master Station refers to the vendor's server and Master System refers to the client. Examiner Console is the current client.
35APPLUSTECH4.24.2.1 - 63 Road Skills Laptop Units with Docking StationsMay the vendor propose tablets in lieu of laptops? As stated in section 4.24 these are options the NV DMV would like to consider, the proposed vendor is encouraged to provide details and proper costs.
36APPLUSTECH5.6.6, 12.3.4.1, and 12.3.10 - Staff LocationRFP item 5.6.6 requires the proposer to provide information about whether their staff will be located onsite in Carson City or located remotely, wherein the requirements of 12.3.4.1 and 12.3.10 indicates the contractor shall have their project management located in Carson City, and that the design, development and testing activities shall occur in Carson City. Will the State clarify whether the contractor is allowed to perform these activities remotely, excluding any onsite meetings associated with things like requirements gathering for example? If contractor is required to have any and/or all of the aforementioned staff in Carson City, will the State further clarify the requirements including duration and specific staff? For example, if the project manager needs to be located in Carson City is that exclusive of the project implementation period or is it the duration of the contract? As stated in section 12.3.4.1 the NV DMV prefers onsite presence during the duration of the project, and is willing to work with the vendor for other remote options.
37APPLUSTECH12.3.11.1 - 12.3.11 - Source Code OwnershipThe requirement reads as if the State requires irrevocable use of the license provided by the proposer in perpetuity. Will the State clarify the license(s) provided by the proposer are only valid for the term of the contract and any resulting extensions?Yes valid for the term of the contract.
38APPLUSTECH12.3.11 and 12.3.14 - Source Code OwnershipWill the State confirm and/or otherwise clarify that the references to supplying source code within the requirements of 12.3.11 and 12.3.14 are only applicable if the State elects to require the contractor to establish an escrow account as described in 12.3.12?Yes correct.
39APPLUSTECHAttachment I - Project Costs (Cost Matrix Schedule)Is Excel row 26, Examiner Consoles (18) a duplication or is the State looking for pricing for two (2) different types of consoles? Attachment L indicated that the spares for Examiner and Testing Stations are interchangeable so proposer seeks to clarify what is expected for row 26 and/or how it is different than the Examiner Consoles (18) in Excel row 25.As indicated in section 1, first bullet the vendor shall provide equipment for 114 testing stations, 18 examiner consoles, and an additional 18 no cost spare's (reference Attachment L).
40IDEMIA12.3.4.1 The contractor shall be required to have its project management located in Carson City forDoes this also apply to developers? As stated in section 5.6.6, if staff is located at remote locations the vendor shall include the specific information.

42IDEMIAATTACHMENT A ? CONFIDENTIALITY AND CERTIFICATION OF INDEMNIFICATIONPlease confirm the State requires a redacted copy of our Confidential Technical (Part 1B) and/or Financial response (Part III), with an appendix that cross-references the redacted sections. or does the State require vendors to extract all information deemed confidential from the Technical/Financial responses and only have those sections within the confidential documents? The result would be that all confidential information is missing from the Technical Proposal (Part 1A), and Financial Proposal (Part II).Part 1A – Technical Response – is public record when we are all said and done. Part 1B – Technical Confidential Response – includes the stuff that is all confidential/proprietary and does not become public record
43APPLUSTECHAttachment L - DMV Office LocationsRegarding spares, the requirement states ?spares are available for Examiner or Testing Stations interchangeably.? Is the expectation that these spares are the same hardware or merely that the State will choose whether the spare is an Examiner or Testing Station? Will DMV further clarify that the Test Station is simply the computer used to perform the knowledge test, or whether it also includes other peripherals (e.g. workstation, chair, etc.)?As indicated in section 1, first bullet the vendor shall provide equipment for 114 testing stations, 18 examiner consoles, and an additional 18 no cost spare's (reference Attachment L). As mentioned in section 4.5.2 the vendor is to provide all equipment necessary.
44IDEMIA4.8.9 Permit the applicant to repeat the question and answer choices by touching a specific touch zoPlease confirm the terms ?touching? and ?touch zone? apply to a mandatory Touch-Screen Enabled Testing Station Monitor.Currently all of our testing stations are touch screens. The touch zones are the "buttons" that the customers will touch to continue, repeat a question, skip a question, etc.
