PHF RTR Project 6973GH-20-R-00037 Pre-bid Questions & Answers
1. Is there a bill of material for the government furnished materials?
No, The towers were ordered by our Kanas City warehouse based on our specification. Towers were supplied by Sky Tower of Montrose, CO
2. Has a geotechnical investigation been completed?
No. The design of the towers is based on 2000 psf soil which is weak. The cost of extra concrete in the larger foundation is less than the cost of a geotechnical investigation and report.
3. The towers are government furnished; is a foundation design available?
See the attached
4. What is to be done with the existing towers once they are taken down?
They become the property of the contractor and will be disposed of as they see fit.
5. I am not seeing a detail for the foundations. Are we to assume that the new foundations exist? If so can we expect that the conduits are stubbed out underground for easy connection?
See attached drawings I sent earlier for the foundation. Conduits from the towers will run to junction boxes mounted on the walls as shown on the drawings
6. Do you have an assembly detail for the FAA Furnished towers. It would help us to know the dimensions of the structure. The last ones we installed were 6’ square, but only 40’ tall so I am not sure what to expect.
See attached drawings
7. The Ground bar indicated in the Junction boxes is noted “By Others”. Just wanted to be sure they are not required to be supplied under our scope of work.
NO
8. In regards to the foundation removal of the old towers. Will these be required to be removed entirely or just to a nominal depth below grade say 6 or 12 inches.?
12” below grade as noted on the drawings
9. I see that there are obstruction lights furnished but no detail for how they are to be routed to the building for connection and then mounted on the tower. What size conduit would you anticipate and how will they mount on the tower. I do not believe it is permissible to route electricity through the boxes provided for the coax, so will an LB be permissible at the building or will we be simply intercepting the existing obstruction light circuits for the old towers?
The towers will have ob lights. One 15 amp circuit will be run from the building to the tower in a 3/4" conduit. The conduit can be in the same trench with the cables. We will reuse the existing circuits to the old towers to provide the power.
10. On Page 5 note 2 – D The contractor shall “Complete the site restoration by backfilling for the old foundations. The last 6” backfill shall be crushed stone per specification. Spread 3” of crushed stone over the remaining area inside the fence.”
I am not finding a dimension of the fence, neither do I see one on Google Earth. Would you have any information that would help us determine the amount of stone to be required?
As the site does not have a fence, Contractor will provide 130 cubic yards (1600 syd x 3”) of crushed stone to be spread over the existing gravel areas of the site. From specification 31 31 10 and 31 31 20 Crushed Stone Type and Size.- Crushed stone shall consist of crushed gravel or crushed rock which is hard, strong, durable, free from adherent coatings, and shall contain no soft, thin, or elongated pieces or organic material. Material shall be secured from an acceptable source off-site. 1-1/2 inch maximum particle size and maximum 2 percent by weight passing size 4 sieve.
11. With the phf-1509655 – set Drawings E006 was missing. Is that still a required drawing to review?
Drawing E006 was not listed on G002 as a drawing in the set.
12) In the specification document FAA-PHF- 1509655, there are pages starting on (pdf) page 50 and ending on (pdf) page 75, that have a header referencing a tower replacement in Brunswick GA. - FAA-BQK-1700125 and is dated August 17, 2017. The Newport News tower replacement pages show FAA-PHF-1509655 and is dated Nov. 18, 2018. Are the Brunswick GA. pages applicable to the Newport News VA tower replacement project? Does not apply. SECTION 01 35 26 was added to the PHF by mistake. Only the pages with FAA-PHF- 1509655 apply to this contract.
13) In the specification document FAA-PHF-1509655, on page 13100-1, the tower is described as a 70’ free standing tower. The tower design document “Young diamond 50 150mph” the tower is shown as a 50’ free standing tower. Please clarify. Young diamond 50 150mph
14) Are local City, County, State or Federal permits required to be applied for or pulled by the general contractor related to the construction activities? City, County, State or Federal permits are not required for this work on this site.
15) There is an Amish type shed/barn near the location of the tower that is proposed to be constructed in the northeast area of the work area. Will this be moved by the FAA or the contractor if it conflicts with the proposed tower or it’s ground system? No
16) On page “General Notes”, I do not see the ground water elevation noted on any pages or documents as General Note #2 tells us there are. Can you tell us the ground water elevation?
17) On page “Replace Antenna Towers Site Details”. There is detail (#1) for bollards. I did not see any reference to bollards on any of the other pages. Are bollards required and how many? Bollards are not required for the new towers based on the locations
18) On page “Replace Antenna Towers Site Details”. There is detail (#2) for Pull Box/Handhole. I did not see any reference to pull boxes/handholes on any of the other pages. Except as may be required by the National Electrical Code, are customer requested pull boxes/handholes required and how many?
Detail #2 is a detail for power conduit and will not be used. The Pull Box/ Handhole was installed on a previous contract.
19) On page “Replace Antenna Towers Site Details”. There is detail (#3) for Trench. There are 3 power conduits depicted. Is this accurate, or what size/quantity conduits are required for power from the RTR shelter to the towers? Trench Detail 4 is the one needed for the RF duct between the towers and building
20) On page “Replace Antenna Towers Lighting Protection” page, there is a detail for an Air Terminal. Is this Air Terminal assembly provided by the FAA with the tower parts or is it to be provided by the General Contractor? All parts are provided by the contractor
21) On page “Replace Antenna Towers Lighting Protection” page, there is numerous references to a Thompson 28R conductor. Is the required lengths of Thompson 28R and the associated Thompson 142HD Clamps to be provided by the FAA with the tower parts or by the General Contractor? All parts are provided by the contractor
22) Are design drawings for the existing towers that are to be removed available for the bidders? See attached
23) Are there any as-built drawings for existing conduit or other UG conduit or utility routing other than what is in the project CD set? No All known underground utilities are shown on the drawings
24) Is hydro excavation allowed if needed in critical areas to find buried utilities or other objects? FAA prefers hand digging after cables have been located by the local utility locator.
25) Are there any conspicuity requirements for contractor vehicles? Your employees and vehicles must be approved by the airport authority
26) Are there any training or security requirements? Every Airport is different but you will need to be badged and pass driver training. You can check with Newport News/Williamsburg International Airport 757-877-0221, for requirements.
27) Will escort for concrete and other delivery trucks be provided by the FAA (or others), or is it the responsibility of the general contractor to provide escort? General Contactor shall have badged employees with marked vehicles for escorts. It is possible to reach the site without contacting Air Traffic.
28) Is it planned to release any details on installing and powering the LED obstruction lights that are listed in GFM on PHF-1509655-G002?
LED Ob light will be mounted on ¾” RGS conduit bolted to the tower rails. Contractor may then run ¾” conduit to the building using the RF cable duct trench. FAA will identify where to splice into existing ob light circuits at the building.
29) Please confirm that the shelter will require only two of the three “RF JB Stahlin 36 x 30 x 12” enclosures listed in the GFM on G002?
YES
30) Are there required two or three conduits from the shelter to the towers? The drawings indicate one or the other quantity in various places?
2 conduits per tower
31) Drawing PHF-1509655 instructs contractor “shall not drill into the exterior wall” of the shelter and refers instead to E003. PHF-1509655-E003 indicates contractor is to install 4 inch nipples from the back of the RF JBs into the shelter. This will require drilling. Please advise.
FAA will drill the holes according to our Asbestos Protocol.
32) Where are bollards, pull boxes / handholes, and the power grsc duct run required?
All of these are detailed on PHF-1509655-C003. Those details were part of the package for the E/G shelter install and will not be used on this project but have to be on the as builts for the site so they were not deleted. Only Detail 4 is needed.
