About this file
This is a Questions and Answers document for the State of Maryland's 2026 Summit on Behavioral Health, an in-person event requiring venue, labor, and equipment procurement through a Small Business Reserve solicitation. The state seeks a contractor to host approximately 250-300 attendees across two days (with three possible date options: September 9-10, 11-12, or 17-18, 2026) in Anne Arundel or Howard County. The event requires a general session room configured for banquet-style seating for 300 attendees, three separate breakout workshop rooms with theater-style seating for 100 attendees each, and standard audio-visual equipment including projectors, screens, and one working microphone per room. Complimentary parking must be provided, including five reserved spaces for state officials. The state will provide registration staffing and final attendance counts at least ten days prior to the event. Shortlisted offerors will be notified within three days to schedule a site visit of approximately one hour or less.
The Financial Proposal must be submitted for only one selected date option and include four line items: Audio/Visual, Event Space, Staff, and Food/Beverage, with no additional charges permitted beyond these categories. Pricing should be based on 300 attendees, with the state providing tax-exempt documentation as Maryland is a tax-free entity. A Certified Small Business designation satisfies the Small Business Reserve eligibility requirement. The incumbent contractor, Crown Plaza Annapolis, previously hosted the event with 200-300 attendees at a contract value of $25,340 and is eligible to compete. Subcontractor insurance certificates must be submitted upon contract award rather than with the proposal. Meals must comply with per-diem rates as specified in the Financial Form, and dietary accommodations including vegetarian, vegan, gluten-free, kosher, and halal options are required as detailed in Section 2.3.8 and the vendor's proposed menu items form.
