About this file

The document is a Questions and Answers file for a signage procurement solicitation by the Illinois Secretary of State (ILSOS) for two DMV facilities in Chicago. The project involves producing and installing non-illuminated plastic letters at 5401 N Elston Ave and 9901 Martin Luther King Dr, with a total of 4 signs featuring names "CHARLES CHEW" and "ROGER P. McAULIFFE" in Kensington Blue. The letters will be 12" and 14" tall, manufactured as plastic letters (not acrylic), and installed flush to the wall. The contract will run through June 30, 2026, with the bid response due by September 19, 2025.

The solicitation requires vendors to provide a Certificate of Insurance with $1,000,000 per occurrence for general commercial liability and auto liability, with the state agency named as an additional insured. While no specific budget range or set-aside designations are mentioned, the procurement emphasizes compliance with state regulatory standards, ethical requirements, and tax regulations. The contract will be awarded to the lowest responsive and responsible bidder, with a firm-valued structure that does not allow additional expenses. Invoicing will occur upon contract completion, with invoices submitted to the Secretary of State's office in Springfield, IL.
