About this file
This document is a Question and Answer summary from the Massachusetts Department of Conservation and Recreation (DCR) regarding a Request for Information (RFI) for touch-free parking fee collection systems and revenue tracking applications. The RFI seeks proposals from vendors to provide these solutions statewide for DCR's parks. The RFI does not specify a timeline for when an official Request for Proposals (RFP) may be released, but the DCR aims to conduct a thorough review of the RFI submissions and move forward with the procurement process as soon as possible, with a target date of December 15, 2020 to begin the RFP. The RFI responses are due on November 23, 2020.
The RFI indicates that the project will be funded through state sources, but the exact budget amount is undetermined due to the broad scope of the project. There is an incumbent vendor providing pay and display parking units, but this new solicitation represents a completely new requirement. No other details on the incumbent contract were provided.

Questions and Answers:
Answers From: Tassinari, Max J (DCR)
· Do you happen to know the estimated funding source, or budget for this project?
· If so, has funding for an RFP been secured?
Funding is state funding and is secured. Budget is undetermined because of the encompassing nature of the whole project. This is a Request for Information and we are open to receiving what industry professionals send in for proposed solutions.
· Is this a new requirement? Or is there an incumbent vendor providing these services?
· If there is an incumbent, would you be able to provide the contract number, vendor name, and term of the contract?
There is a current vendor for pay and display parking units, but this will be completely new because of the encompassing nature and need
· Is there a timeline for an RFP to be released?
· The RFI mentions to being the procurement process by December 15, 2020, would that be the RFP release date?
· If not, what steps are expected to make a decision on releasing an RFP?
The procurement team plans on turning out an RFP as soon as we are able to review information submissions and sourcing proposed solutions to DCR Operations and Senior Staff teams. There is no specific timeline at this point, but a quick, thorough and complete process is preferred, so 12/15/2020 is an estimate.
· One more follow up. I noticed the RFI states the response due date as November 23, 2020, but the CommBuys bid page states November 16, 2020. Would you please clarify the correct responses due date?
Correct due date is 11/23/2020
