About this file

This is a Questions and Answers document for the Signage and Banners bid opportunity at the University of Wisconsin Milwaukee (UWM). The document addresses inquiries from prospective bidders regarding the secondary signage contract, which will be used only when the State's mandatory contractor, Badger State Industries (BSI), provides UWM with a waiver. The contract encompasses signage, banners, and related items both with and without installation services on an as-needed basis with no minimum order requirements. The contract must be available to all UWM departments, including satellite locations such as UWM Innovation Campus in Wauwatosa, Wisconsin. The Questions and Answers format indicates this document was generated in response to bidder inquiries during the pre-bid phase, providing clarification on contract terms, scope, requirements, and administrative procedures to ensure all interested parties have consistent information for proposal preparation.

The document serves as a reference tool to address common questions and concerns from potential bidders, clarifying the bidding process, contract expectations, and operational requirements. As a secondary contract contingent upon BSI waivers, this opportunity allows UWM to source signage services from alternative vendors when the primary state contract cannot fulfill departmental needs. The Questions and Answers format suggests the contracting entity solicited and compiled bidder inquiries to promote transparency and fair competition among all interested contractors.

Questions and Answers 5/11/2017 P17-019-O21 Signage and Banners Q1: Can you provide more details of how and where a 144”h x 252”w DOUBLE SIDED Banner would be used?

Answer: I amended this item on the cost sheet.

Q2: Clear Window Sign – Window Perf – What does 6m mean for this product, is this a typo as window perf is only about 6mil thick total?

Answer: I am not sure I understand the question. The window perf should be 6mm in thickness. I think we are saying the same thing.

Q3: Business Cards – What quantity of business cards to you mean by 1, 5, 15, and 50? Do you mean boxes of cards? How many cards are in a box?

Answer: I have deleted Business cards from the cost sheet.

Q4: Business Cards – What Product to you want quoted for the item you list as a 28”h x 44”w Business Card? As Business Cards at not that size.

Answer: I have deleted Business cards from the cost sheet.

Q5: Entire Contract – you state “any exceptions to the Contract Terms and Conditions must be submitted under Tab B of bidder’s response. I cannot find any TAB B in the Bid Package. Can you please provide the document called “TAB B”, so we can list our exceptions?

Answer: There is no Tab B or any tabs for that manner. If you have exceptions, please just save your file name with Tab B Exceptions if you email. If you mail or deliver, just be sure to “title” or name your document with “Tab B”. In both cases be sure to check the box on the front cover sheet. Even if you don’t title or save your files correctly, I will be sure to look for them if your front cover sheet is checked f with what you are returning.

Q6: Can the customer supply actual ordered quantities for each item over a period of time? With bids like this, it is difficult to provide accurate / competitive pricing if order quantities are unknown. This presents the current winning bidder that has this business currently with an incredible advantage. The current vendor has this volume information – none of the other bidding agencies will have it unless it is provided through this question process Answer: No we would not have the capability of doing that. This is a market basket of good only. Many of the items on the cost sheet have not been ordered in the past. We simply put together a list of goods that we may or may not be interested in ordering in the future. We cannot predict future purchases. We do not have a contractor for this now except our mandatory contractor of Badger State Industries. This contract is a secondary contract to that. A bidder should base their prices on “if UWM placed an order with me for the item in the quantity listed for each item and quantity only.” Do not assume anything else if being ordered.

Q7: There is a second row underneath each item which displays a large size. For item number 1 – Banners, the second row has a note for size of 144” x 252”. Is this second row meant to note the maximum size allowed? There is no notes on seaming? Is seaming or paneling ok? If so, what are the dimensions desired between seams. If seams / paneling is not allowed it would need to be noted.

Answer: The row second row is the exact same as above wherever you see “. The only changes are where there is something typed in. For example, in the Row 6, you would bid Banners, Duratex, 3272-1101323, 1101324, Etc. everything the same EXCEPT the size. You would bid for a size 48” x 36”W banner. You must bid the exact size as stated in the cost sheet. I have amended the size on this item. Thank you for the question.

Q8: For item 3, the size noted in the extra row is 96” x 196”. Noone can source a single piece of Alumalite 16’ long, again, notes on paneling etc. would need to be included if the second row for each is truly something bidders should be quoting for each item.

Answer: I have changed the size requirement for Item 3. Thank you for pointing this out.

Q9: The business cards item shows a large size of 28”x44” – again, this doesn’t make sense as shown.

Answer: Business cards have been removed altogether.

Q10: For corrugated plastic, the large size is 24’ long, again. This material is not available at that length – it would need to be polycarbonate. Should we quote a 1 piece sign 24’ long delivered via flatbed truck or should we quote several corrugated plastic signs to make a 24’ long sign paneled together? Again – direction needed on the second row large size for all items. Please advise.

Answer: The sizes have been changed. Thank you for pointing this out.

Q11: Business cards – the form is set up for quoting – 1, 5, 15, 50 pieces each. We run business cards per 250 – or 1000 as our desired minimum run. (250 and 1000 are nearly the same price) We can’t imagine why someone would order 5 or 15 business cards, please advise a correction here so we can quote proper quantities.

Answer: Business cards have been removed from the cost sheet. Thank you!
