About this file

This document provides questions and answers regarding a cooperative agreement opportunity for drug demand reduction services in rural Peruvian communities. The Bureau of International Narcotics and Law Enforcement Affairs is seeking proposals to expand access to substance abuse treatment and prevention using an evidence-based curriculum tailored for rural intervention. Applicants may incorporate their own experiences and research into the required training plans, which must be approved as part of the substantial involvement in this agreement. The Performance Monitoring Plan, Project Risk Analysis, and Timeline can be submitted as annexes and are outside the 20-page narrative limit. The award will be funded under the Counter Narcotics program (CFDA 19.704) and aims to disrupt overseas drug production and trafficking through targeted assistance coordinated with foreign partners.

Questions and Answers for Drug Demand Reduction Services for Rural Communities - OFOP0001292

Date: February 13, 2024

Question 1:

1) Considering that the training program is based on curricula UTC 51, 52, and 53 targeting professionals, technicians, educators, parents, and other participants, we wonder if it is possible to integrate the experience and research evidence accumulated by our institution in the Amazon region. This pertains specifically to drug prevention and mental health. Could these experiences and knowledge be incorporated as an essential part of the planned training programs?

INL Response:

The training plan for professionals, community workers, and local stakeholders must incorporate the evidence-based UTC series for rural-based prevention and treatment for substance use disorders. Proposals may include unique approaches, based on the institution’s prior experience, to ensure that the material is culturally sensitive, relevant, and accessible. INL will approve training plans and annual work plans as part of its substantial involvement in this cooperative agreement.

Question 2:

2) Are the sections Performance Monitoring Plan, Project Risk Analysis, and Timeline submitted as annexes? In case any of them is not considered an annex, how many pages should it cover? Or are they included within the 20 pages allowed for the Proposal Narrative?

INL Response:

The Performance Monitoring Plan, Project Risk Analysis, and Timeline can be submitted as annexes and are not part of the 20 pages allowed for the proposal narrative. There is no recommended or required page limit for the Performance Monitoring Plan, Project Risk Analysis, and Timeline.
