About this file
This document is a Questions and Answers (Q&A) document for Solicitation 19SP5026R0001 from the Department of State, addressing two key inquiries from potential offerors. The first question clarifies that the solicitation is specifically intended for direct insurance carriers under NAICS code 524114, not insurance brokerages. Offerors must meet the criteria in Sections L and M of the solicitation and provide documentation demonstrating required licenses, certifications, accreditations, and relevant past experience. The second question confirms that the requirement is not eligible for the SBA 8(a) program, indicating that small disadvantaged businesses cannot pursue this particular contract opportunity.
