About this file

This document is a Question and Answer summary related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC PAINT - INTERIOR/EXTERIOR COATINGS contract B-20156. The IFB includes a Small Business Set-Aside (SBSA) requirement for several paint-related NIGP codes. The State indicated that SBSA vendors must be qualified at the time bids are due in order to be evaluated. The State noted that subcontracting is allowed, but stated that if no SBSA bids are received, they may re-bid the contract to SBSA vendors or potentially open it up to all vendors.

The pricing terms, funding sources, and other salient details were not provided in the Question and Answer document. The State indicated that the current SBSA requirements are consistent with their standard practices, and they are open to considering alternative approaches such as regional zone set-asides if warranted to encourage SBSA participation.

Question 1.Why was the Small Business Set Aside (SBSA) requirement added?
Answer:All the NIGP Paint Codes (630-49/50/56/66/72/79/82/88/90) are included in the SBSA Program.
Question 2.Other states have their solicitations listed in zones to award some zones to Small Businesses, will The State of Illinois consider this option?
Answer:Please see Section A.12 in the State of Illinois Instructions and General Information Section of the IFB. Bidder must be qualified by the Small Business Set-Aside Program at the time bids are due in order for the Bid to be evaluated.
Question 3.City of Chicago has a similar solicitation requiring SBSA, and they are allowing the SBSA awarded vendor to subcontract with PPG to provide the paint, will the State of Illinois allow the SBSA awarded vendor(s) to subcontract with PPG?
Answer:Please see sections 1.7 in the State of Illinois Contract Section of the IFB. Subcontractors are allowed.
Question 4.Because this is a statewide solicitation which might make it difficult for SBSA vendors to fulfill or bid, what will the state do if they do not get any SBSA vendors that bid?
Answer:If we receive no bids from SBSA vendors, we may put it back out to bid to SBSA or possibly open it up to all vendors.
