About this file
This document is a set of questions and answers related to the State of Illinois Department of Central Management Services' invitation for bids (IFB) for JPMC FLAGS SBSA 21-416CMS-BOSS4-B-18005. The IFB requests bids for various flags, including the U.S. flag, Illinois state flag, and Prisoner of War (POW) flags. Bidders inquired about the requirement for double-sided flags, and the state clarified that all items should be bid as described in the BidBuy line item descriptions. The IFB also addressed whether this is an "all or nothing" bid, directing bidders to refer to sections A.18 and A.19 in the State of Illinois Instructions and General Information section.
The document provides guidance to bidders on the feasibility and pricing of double-sided flags, particularly for the U.S. and Illinois state flags. The state reiterated that bidders should bid all items as described in the BidBuy line item descriptions, and that sections A.18 and A.19 in the IFB provide further details on the bid requirements.

Questions and Answers
| Question 1. | I see the addendum added today for double-faced flags. The POW is commonly double-faced, so I see no problem with that. The US and Illinois, however, are not double-sided flags. Such flags would be completely custom and exorbitantly priced, not to mention the lifespan on these flags would be but a matter of days, weeks at most. Please advise. |
| Answer: | Please bid all items as described in BidBuy line Item descriptions. |
| Question 2. | Is this an all or nothing bid? |
| Answer: | Please see sections A.18 and A.19 in the State of Illinois Instructions and General Information section of the IFB. |
| Question 3. | I am working on your bid for flags. I noticed you requested double sided flags. The U.S. flags are seen correctly from each side and are only fabricated in single reverse due to the weight of the stitching etc. The state flag is only fabricated in single reverse. I can quote the POW flags as double sided. Should I still send in a bid? Will those options that I do not think almost any manufacturer makes be grounds for dismissal from the bid? |
| Answer: | Please see sections A.18 and A.19 in the State of Illinois Instructions and General Information section of the IFB. Please bid all items as described in BidBuy line Item descriptions. |
