About this file

This document is a set of questions and answers related to a Request for Responses (RFR) issued by the Massachusetts Department of Youth Services (DYS) for services to assist in the evaluation and selection of an electronic medical record/electronic health record (EMR/EHR) system. The selected vendor will provide research, evaluation, and assistance with the procurement of the EMR/EHR software to be used by DYS to document and manage the health services provided to youth in their care. The work is expected to start on December 1, 2022 and be completed by June 30, 2023. DYS expects the work to be performed both on-site and remotely, and the vendor will be responsible for developing the functional and technical requirements for the EMR/EHR system as part of this procurement.

DYS is open to both time and materials and fixed fee/deliverable pricing models for this contract. There are four separate healthcare service providers under contract to serve the five DYS regions in Massachusetts. A preferred pricing template will be provided by DYS, and a list of vendors who attended the bidder's conference will also be posted. Implementation support for the selected EMR/EHR system is not part of the current procurement but may be pursued separately after the completion of the research, evaluation, and selection process.
