About this file

This is a Questions and Answers document for Request for Information (RFI) #190000000003 issued by the Michigan Department of Corrections (MDOC) regarding Desktop Breath Testers (BTs). The MDOC seeks to procure desktop breath testing equipment for use at Field Operations Administration (FOA) offices to test parolees and probationers, with the possibility of correctional facilities also purchasing units for prisoner testing. The MDOC currently retains 77 desktop BTs and over 100 handheld breath testers. Rather than a single bulk purchase, the MDOC anticipates purchasing BTs intermittently throughout the potential contract period to replace aging equipment and potentially replace some handheld units as needed. The RFI document clarifies that the breath testers will not integrate with the MDOC's new offender management system and are not intended for a new substance abuse testing program. RFI responses may be submitted via email to todde1@michigan.gov with a 10 MB file size limit per email, or responses do not require submission through the SIGMA system.

The MDOC indicated it will assess whether refurbished desktop breath testers certified as being in sound working order represent an acceptable alternative to new equipment following review of RFI responses. Vendors responding to the RFI are expected to provide information regarding their calibration processes, customer references (preferably from Michigan), best practice procedures their organization has implemented, and any specific requirements such as water hookup or electrical needs associated with their equipment. No specific pricing terms, set-asides, incumbents, funding amounts, or contract award dates are identified in this Q&A document.
