About this file

This is a Request for Information (RFI) issued by the State of Michigan Department of Corrections (MDOC) seeking vendor information on desktop breath testers (BTs) for substance abuse testing of offenders. The RFI was issued January 2, 2019, with a response deadline of January 24, 2019 at 3:00 p.m. EST. The MDOC currently operates 77 AlcoMonitor CC desktop BTs and seeks information on new, non-refurbished desktop units to understand market capabilities and develop potential procurement strategy. The RFI specifically requests that recommended BTs be listed on the federal Department of Transportation's Conforming Products List of Evidential Breath Alcohol Measurement Devices. Vendors are required to submit detailed responses addressing 19 specific questions regarding product specifications, calibration requirements, maintenance protocols, warranty coverage, software capabilities, company experience, and customer references. The state reserves the right to invite selected vendors for on-site presentations lasting one hour, where vendors must demonstrate at least one functioning BT unit with all peripherals to an audience of 12-15 state employees and executives.

Vendors must provide pricing for desktop breath testers, preventative maintenance, repairs, printers, and mouthpieces, though the RFI explicitly states that no contract award will result from this information gathering exercise. The RFI is non-binding and intended solely to gather market intelligence to inform future procurement decisions and program strategy development. Vendors should note that all response information will become the property of the State and is subject to disclosure under Michigan's Freedom of Information Act. The state will incur no liability for vendor costs associated with RFI response preparation or delivery. Questions regarding the RFI should be directed to Ethan Todd at todde1@michigan.gov or 517-241-5056, with answers posted on the SIGMA VSS website.

Request For Information

The purpose for this Request for Information (RFI) includes, but is not limited to, collecting market information for Desktop Breath Testers (BT). The information gathered may be used to assist the State in developing program strategy and possibly developing an RFP. No contract award will result from this RFI.

Program Overview

This RFI is seeking information on new, non-refurbished BTs for use by offender under jurisdiction of the Michigan Department of Corrections (MDOC) to complete substance abuse testing. The goals of the MDOC are to purchase desktop, not handheld BTs, find out the capabilities of the products, identify the make and model of the BTs, and confirm that the BTs are on the Highway Safety Programs; Conforming Products List of Evidential Breath Alcohol Measurement Devices. Presently, the MDOC retains 77 AlcoMonitor CC desktop BTs for substance abuse testing.

Substance abuse testing is essential to Field Agents’ supervision of offenders with substance abuse history. Results from the breath tests assist in determining referrals to substance abuse treatment. Identification of substance abuse violations, and subsequent referrals to treatment, enhances public safety and may reduce recidivism, which could result in a significant savings to the MDOC.
