QUESTIONS AND ANSWERS
Q1. We have 2 products to present for this solicitation, and since we are new to this side of the government field, I wanted to know how to proceed on how to offer an alternative offer for this solicitation.
A1. According to Section 4 – Evaluation, offers must conform to the solicitation’s requirements in order to be considered.
Q2. Are the eSims a requirement? or can they be either SIM Cards or eSIMS?
A2. Yes, according to Section 1, 1.10, the contractor shall provide eSIM capability for the devices compatible with this service.
Q3. Attachement 1: Mobile phones: please confirm us if you want us to include in the proposal the renewal of all the mobile phones included in Attachment 1 and confirm the models we have to include in substitution.
A3. No, we do not require you to include mobile phone replacements. According to Section 1, Attachment 1 includes some of the equipment the Government intends to use with the lines provided under the contract.
Q4. Attachement 4: US MISSION TRAFFIC National Services and Services in the EU, confirm us if it refers to traffic within Spain
A4. National Services and Services in the EU under Attachment 4, includes our traffic in Spain and the European Union. Our traffic within Spain only is as follows:
. Calls 111655 . Minutes 248791 . Calls to special numbers 139 . Minutes to special numbers 480
. MB 49517404
. SMS 7150
. MMS 244
Q5. Service Plan A/B: Could you confirm us what do you refer with 3624? I don’t understand if it refers to minutes/Gb, if includes the 434 lines or per line.
We also would need to know if you prefer if we work in an individual rate per line basis or in Voice Bundle / Data Bundle in a shared pool basis.
A5. For Clin 003 we estimate that we will need to pay 3624 monthly fees for Plan A during the base year. That means we estimate we will request 302 lines under Plan A (3624 ÷ 12=302).
Under “Unit Price” offerors need to enter the price per month offered for Plan A.
Under “Total Yearly Price” offerors need to enter the total amount the Government would need to pay during that year: 3624 months x unit price.
For Clin 004 we estimate that we will need to pay 1200 monthly fees for Plan B during the base year. That means we estimate we will request 100 lines under Plan B (1200 ÷ 12=100).
Our requirement is for a fixed rate per line, not a shared pool..
Q6. Plan C: It refers to a plan for 240 only data lines? What shall we offer for the rest of the lines
A6. Plan C is for lines with unlimited data in Spain and the EU. These lines will not have access to voice or messaging services. We estimate we will request 20 lines per year under Plan C (240 ÷ 12).
The requirements for the remaining lines are listed under Plan A, Plan B and Plan D.
Q7. Plan D: please, confirm us if you refer that 144 of the lines need unlimited calls.
What shall we offer to the rest of the lines?
A7. Plan D is for lines with unlimited national calls only. These lines will not have access to data services, messaging, or international calls.
We estimate we will request 12 lines under Plan D (144 ÷ 12) The requirements for the remaining lines are listed under Plan A, Plan B and Plan C.
Q8. MultiSIM Service 1092 month: Please confirm us how many multiSIM services you need. We consider this as a service that allows the user to use up to a maximum of three additional SIM cards, the cost is per service not per SIM card.
A8. We estimate we will request 91 MultiSIM services per year (1092 ÷ 12).
Q9. Section 2, CONTRACT CLAUSES: CONTRACT TERMS AND CONDITIONS: We cannot guarantee compliance with the US regulations (FAR) that you request in that section. We propose to attach the service contract to the proposal, which details all the legal aspects and conditions of the contract that would be implemented if we are awarded the contract. The contract specifies the national regulations that are complied with.
A9. All contracts signed by the US Government must be in compliance with US regulations and they include FAR clauses. We are not allowed to sign alternative contracts.
Q10. SOLICITATION PROVISIONS: A.1: We will only provide the
CYBERSECURITY SUPPLY CHAIN RISK MANAGEMENT (C-SCRM)
QUESTIONNAIRE file, since we do not develop software and the other one does not apply in our case.
A10. Both C-SCRM forms must be completed and included with your offer.
According to the instructions in the C-SCRM Software Producer Attestation Form, if critical software is not being provided by your firm you need to enter N/A in the gray shaded lines of the template.

Our lines are based in the following locations: Madrid (Serrano, 75), Barcelona (Paseo Reina Elisenda de Montcada, 23), Valencia (Dr. Romagosa, 1, 2a. planta), Seville (Plaza Nueva, 8 B, 2a. planta), Fuengirola (Avenida Juan Gomez “Juanito”, 8, 1a. planta), Palma de Mallorca (Porto Pi, 8, Planta 9), Las Palmas (Los Martínez de Escobar, 3), Algeciras (Avda. de la Hispanidad s/n), La Alcaidesa, Sotogrande and Rota Naval Base.
