About this file

This is a Questions and Answers document prepared by the Town of Colmar Manor, Maryland, in response to inquiries regarding a street improvement project involving asphalt milling and overlay work. The project encompasses approximately 13,000 square yards of asphalt work on Town streets, including milling existing asphalt to a 2-inch depth, applying tack coat, installing 2 inches of hot mix surface asphalt (TYPE 9.5MM 64-22), reinstalling speedbumps, and completing pavement striping. The pre-bid meeting was not mandatory. The Town Council is expected to make the final award decision at their September 15 meeting. Work is to be completed on an agreed schedule not expected to exceed a few days, with work hours limited to 7 a.m. to 9 p.m., Monday through Friday only. The vendor will be responsible for traffic management during work, while the Town will handle resident notifications and vehicle relocation.

The bid budget is capped at $284,850 total, with bidders required to submit unit prices only, though estimated total costs may be included. A certified payroll is required, and performance and payment bonds should be calculated as a percentage of the contract value. No bid bond is required. The project is federally funded and managed by the State of Maryland under a Community Development Block Grant, requiring vendors to comply with all associated grant requirements. The Town expects to pay the vendor in full within 30 days upon completion and approval of all work. Any utility damage caused by the vendor will be the vendor's responsibility, though the Town will coordinate with utilities regarding pre-existing concerns. If the winning bid exceeds available funds, the Town will negotiate with the successful vendor to prioritize specific streets or sections. No adjustments to the Asphalt Cement index per MDOT will be considered.

Questions and Answers:

1. Will a bid bond be required? No.

2. When will a decision on this be made? The final decision will be made by the Town

Council, hopefully at their meeting scheduled for September 15.

3. Was the pre-bid meeting mandatory? It was not.

4. There was one plastic speed bump in the area mentioned, what will be done with that? Please remove it and replace it with a regular speed bump.

5. Do you need thermoplastic or regular paint? Regular.

6. Is striping limited to the milled areas? Yes.

7. Do you need sergeant stripes on the speed bump? Yes

8. Will you require a certified payroll? Yes

9. What other requirements will be necessary? This is federally funded and managed by the State of Maryland under a Community Development Block Grant. The bidder should be aware of all of the necessary requirements and should be prepared to comply with them. Please see the requirements listed in the RFP. Once a vendor has been selected, the Town and the Vendor will meet with an employee of the state to receive further guidance as to what paperwork and actions are required for compliance.

10. Will you only need the unit price on the bid sheet? Yes. But please feel free to list your estimated total costs, as well.

11. What is the total amount budgeted for this bid? Bids should not exceed $284,850 total.

12. Will the Town pave less than 13,000 square yards? The square yardage indicated in the RFP is an estimate. Vendors are responsible for their own measurements if they want a more accurate figure. The Town will pave as much of the blocks indicated in the RFP as it can, as long as the total price does not exceed $284,850. If it is not possible to pave all of the streets indicated for $284,850, then the Town will negotiate with the successful vendor which streets/parts of streets to prioritize.

13. Will this be done in phases? The Town will work with the vendor to put in place an agreed schedule that is not expected to exceed a few days. No separate phases will be expected or required.

14. Should the cost for the performance and payment bond be based primarily on the % or on a fixed cost? Please calculate the cost based on the percentage.

15. How will staging be handled? The Town will work to ensure that sufficient staging areas are available.

16. Will the town complete payment for work within 30 days? The Town expects to pay the vendor in full within 30 days if all requirements are met and approved.

17. How will utilities be handled? Any damage to utilities done by the vendor will be the vendor’s responsibility to address. If the vendor finds any utility concerns in advance of their work, the Town will work with the utilities to address the issue.

18. Who is responsible for notices to the residences, how are they to be delivered and who will be responsible for moving vehicles blocking work completion? The Town will handle this, but the management of traffic while work is ongoing will be the responsibility of the vendor.

19. Must all employees reside in Maryland? No.

20. Is the bid form unit price only or should the totals be included as well? Unit price is fine.

21. Is the indicated work expected to be the complete scope or will it be adjusted

(increase or decrease) based on funding? This is expected to be the complete scope of work. It may be modified/reduced in discussion with the vendor if the winning bid is too high to cover all of the work expected.

22. Can any bid clarifications be made as an attachment (see bid form box on page 5)?

Yes

23. Will adjustments to the Asphalt Cement index be considered (per MDOT)? No. The size of the job and short timeframe involved does not warrant it.

24. As this appears to be a funding assisted or grant project, will that effect award or delay payments? As long as the vendor complies with all requirements of the grant funding, it will not.

25. Do you have a construction sequence in mind? Not at the moment, though the vendor will have to coordinate with the Town’s Department of Public Works.

26. Are there Start and Stop working times? Yes, 7 am to 9 pm.

27. Is work limited to Monday through Friday? Yes.

28. What additional work do you foresee is necessary (from page 2 of the RFP)? Minimal additional work is expected (e.g. site prep, removal of a plastic speedbump, etc.)
