About this file
This is a Questions and Answers document clarifying requirements for a federal contract involving the design, fabrication, and installation of modular stands with mechanical and utility systems.
Key technical requirements confirmed include: supply lines must be routed to the interior of stands per Section 3.3.1 and Appendix D; decking, sliders, and removable guardrails must be aluminum while the substructure remains steel; compressed air blocks, power outlets, and lighting fixtures must be installed in the interior; utility lines may be routed through stand decking and attached to the internal face of guardrailing; and casters must comply with drawings and OEM specifications provided. The contractor must deliver a full technical data package including updated engineering documentation rather than build-to-print modifications. A Licensed Professional Engineer must be associated with the contract, either directly employed or through a subcontractor, with documentation provided to the government. The contractor may use subcontractors and their facilities for fabrication and may employ local contractors for utility installation. Casters are not required to be spring-loaded, and steel cannot be offered as a cost savings alternative. The contractor must be ISO 9000 compliant with documentation provided to the government and must demonstrate experience with engineering drawing standards. A four-hour installation requirement referenced in the Statement of Work applies to government operations, not contractor installation time. The government will provide only PDF drawings without SolidWorks or STEP files, and OASH and AFOSH requirements should not conflict.

Answer 1: Supply lines must be routed to the interior of the stands IAW with Section 3.3.1 and Appendix D as a reference.
Question 2: Will the government provide SolidWorks Files or STEP files along with the PDF Drawings?
Answer 2: No, only the drawings attached to the solicitation package are going to be provided.
Question 3: Given required field verification and design changes, should this effort be treated as build-to-print with minor modifications, or as a program requiring a full updated technical data package?
Answer 3: A full data package is being required.
Question 4: 3.2.6: Please confirm whether the requirement intends full replacement of decking and sliders with aluminum, or selective application.
Answer 4: Yes, it shall be aluminum.
Question 5: Section 3.5 – Please clarify whether the intent is experience with engineering drawing standards or inspection and quality system execution.
Answer 5: Experience with engineering standards.
Question 6: Clarify that the PE is employed full time & on staff by the prime contractor.
Answer 6: You must have a PE associated with the contract. It can be through a subcontractor;
however, you must provide documentation that you have a Licensed PE on staff within the contract.

Answer 10: No, casters shall be IAW the drawings and OEM specifications listed within the drawings.
Question 11: It was observed that each of the silhouette stands used (4) casters. 10,000lbs is the minimum caster load rating. This totals to a minimum of 40,000lbs per stand, is this correct?
Answer 11: Casters shall be IAW the drawings and OEM specifications listed within the drawings.
Question 12: Is it acceptable to route all utility lines through the stand decking and attach them to the internal face of the guardrailing?
Answer 12: Yes
Question 13: Does the interior installation requirement apply to all compressed air blocks, power outlets and lighting fixtures?
Answer 13: Yes
Question 14: Can the contractor use sub-contractors and their facilities for fabrication?
Answer 14: Yes, all fabrication must take place at the contractors chosen facility.
Question 15: Can the contractor use local (OKC) contractors to install utilities at Tinker?
