About this file

This is a Questions and Answers document clarifying requirements for a federal test stand procurement.

The document addresses two primary inquiries regarding material specifications and project scope. Question 1 concerns the material composition of sliders for the test stand assembly. The contractor notes that while 5052-H32 aluminum is appropriate for the decking due to its formability, it lacks adequate mechanical properties for load-bearing sliders, particularly at extended lengths. The contractor suggests 6061-T6 aluminum as an alternative but indicates it requires fabrication rather than forming to avoid cracking. The government's response confirms that aluminum sliders have been successfully used on recent stands with long extensions and states that material alternatives will only be reconsidered if deflection exceeds design limits with fabricated aluminum. The government emphasizes that aluminum allows easier installation and mobility. Question 2 seeks clarification on whether design modifications specified in section 3.3 apply to all five existing test stand sets through retrofitting, or only to the new stand set being quoted. The government's response definitively states that no modifications to existing test stands are required and that quotes are being requested solely for a new full test stand set, with no retrofit work needed on the five existing sets or pig pen equipment.

Additional Question and Answers

Question 1:

We acknowledged the requirement for the decking material to be aluminum, and interpret the government's desire for the sliders to be aluminum also. We would like to mention that the aluminum deck most closely resembling the existing decking would need to be formed from 5052-H32 or similar formable aluminum. This is a good material for decking because it is formable and is supported intermittently; however, it is generally not adequate for sliders as it lacks the mechanical properties to be load-bearing, particularly at long extensions (which this stand has) A 6061-T6 might work, but it would need to be fabricated rather than formed, as forming it will cause cracking.

Is the government SME aware of the limitations for using aluminum for sliders, and will they consider alternate materials?

Answer 1: We have had recent stands with long sliders made of the aluminum too. If there are any extreme lengths where the sliders might be deflecting beyond design limits with the fabricated aluminum, then we can reconsider that. However, from our experience, the aluminum allows easier installation and mobility.

Question 2:

Can you clarify if: 3.3. Design Modifications: All Stand sets must be modified with the following changes:

Is the intent of this requirement to modify all existing stand sets—retrofitting all electrical drive jacks, relocating the air lines, and incorporating the other requested module updates—or is it referring only to the stand set being requested. We understand there to be 5 full sets existing, and will the pig pen be required for all existing sets?

Answer 2:

No, there will be no modifying of existing test stands. We are only asking for quotes on a new full test stand set.
