About this file
This document is a Questions and Answers (Q&A) addendum for the Florida Department of Management Services (DMS) Telecommunications Infrastructure Project Services 3 Request for Proposals (RFP) No. DMS-24/25-264. The Q&A addresses 19 specific inquiries from potential bidders about the RFP, covering topics such as bidding requirements, labor rates, E-Rate invoicing, staffing documentation, technical specifications for equipment like battery backups and racks, and project scope. Key clarifications include confirmation that respondents may bid on only Division Two - E-Rate Category Two, all required documentation must still be submitted, labor rates must remain consistent within each region, and DMS will only be invoiced for non-discounted and ineligible items while service providers will handle E-Rate discount reimbursements directly with USAC.
The document indicates the project will cover all 67 counties across 10 regions, with specific technical and staffing requirements for telecommunications infrastructure services. Design and installation of structured cabling systems will be the contractor's responsibility, with potential drawing submittal requirements that may be waived if drawings are already provided. The project will use a Mini-Bid process for specific work within facilities, with details to be determined on an individual case basis. While precise quantities and site visit details are not predetermined, the RFP seeks to establish multiple statewide contracts with responsive and responsible respondents, with the Department reserving the right to award to one or multiple respondents across regions or make no award at all.
