About this file

This Questions and Answers document is from the Florida Department of Transportation's Procurement Office regarding Bid No. DOT-ITB-25-9051-DG for Safety Light Bars, with bid opening scheduled for March 13, 2025 at 11:00 AM EST. The document clarifies that Ecco is the specified manufacturer, though the agency is using generic specifications and will consider alternates that meet requirements. Service locations must be available statewide within 50-150 miles of Operations (OPS) centers, though distributors outside this range may participate. The agency's main objective is maintaining uniform safety lighting systems across FDOT vehicles while ensuring convenient access to installation and service locations.

The Q&A indicates that manufacturers can bid directly if they can demonstrate a sufficient network of service locations, though a statewide distribution network is preferred. Installation kits can be offered as single part numbers for initial purchases, but individual replacement parts must also be available for future service and repairs. The agency emphasizes the importance of uniform coverage throughout Florida and accessibility of service locations to OPS centers without requiring significant travel distance.

• Questions and Answers provided below:

Question 1

Do you know who’s SIB this is so I can find more detail on the functions?

Answer 1

Ecco

Question 2

Specify the brand specific, manufacturer of the light-bar and the vehicles make/model

Answer 2

We put out generic specifications and are looking at alternates. So, we don’t really have specific Brand, Manufacturer, Make or Model. If they carry light bars that meet the specifications then they should bid what they have

Question 3

"Distributors / Service locations must be available statewide (within 50 to 150 miles) from OPS center"

Is this suggesting that only one distributor of ours can take the bid? Or can a distributor outside of this range participate in supplying the product

Answer 3

We are looking for uniform coverage statewide. We understand this may be difficult for all areas in Florida. Distributors outside of the specified range will be able to participate.

Question 4

Are we, as the manufacturer, able bid this out ourselves? We then would give all of our partners throughout the state of Florida the opportunity to provide the product on the bid to the districts requesting.

To be clear, we do not want to directly supply product to the FLDOT, we want to funnel the product through our distributing partners across the state if possible.

OR is only one Distributor eligible to win the bid and will be supplying the product throughout the entire state?

Answer 4

Our main objective is to be sure FDOT vehicles are staying uniform with the safety lighting systems. Additionally service locations for installation and parts needs to be close enough for the OPS centers to utilize without significant travel. If the manufacturer can show sufficient network of locations to service our OPS centers, the bid would be welcome.

Question 5

To be clear, we do not want to directly supply product to the FLDOT, we want to funnel the product through our distributing partners across the state if possible.

OR is only one Distributor eligible to win the bid and will be supplying the product throughout the entire state?

Answer 5

A Statewide distribution network is preferred.

Question 6

For each of the products broken out separately on this bid request, we have a "kit" part number that encases all of the product so the FLDOT does not need to place purchases for many items, there can be a PO for only 1 part number. Is that the correct way to proceed with this?

Answer 6

Installation kits as initial purchase is fine however, individual parts going forward for service / repairs will need to be available also.
