About this file
This is a Questions and Answers document from a pre-proposal bidders conference for the Atlanta Regional Commission's (ARC) Notice of Funding Availability (NOFA) for Title IIID Evidence Based Programs. The NOFA requires the selected provider to deliver evidence-based wellness programs across all 10 counties in ARC's service area. The provider must be licensed and maintain trained lay leaders/coaches for all eight core evidence-based programs listed in the NOFA, though additional programs may be proposed. Services can be delivered through direct staff or supervised volunteers, and subcontracting is permitted to ensure full regional coverage.
The funding will come from Title IIID funds that ARC currently uses to support evidence-based wellness workshops. Both for-profit and non-profit organizations are eligible to apply. ARC will not subcontract funds to county-based agencies to administer the workshops, as the intent is to have services delivered by an organization rather than directly by the Area Agency on Aging, in accordance with Administration for Community Living (ACL) guidance. There will not be separate opportunities for single-county service delivery, as this NOFA is specifically for regional provision of services.

Notice of Funding Availability (NOFA) Title IIID, Evidence Based Program
Questions and Answers From Pre-Proposal Bidders Conference & questions emailed by 5:00 pm on 1-6-25
Q: I this NOFA application for non-profit organizations or for-profit organizations?
A: Any organization is welcome to submit a proposal for services through the
NOFA process.
Q: Unlike other AAAs RFPs, the attachment does not provide details such as introduction, mandatory requirement, proposal submission, technical proposal, contact information, etc. May you please provide information on how I may proceed with the RFP process?
A: When you click on the this link Older Americans Act Title III-D Funded Services
Health Promotion Disease Prevention: Evidence Based Programs - ARC, then click the NOFA Documentation button you will see all of the Evidence Based Program
NOFA files. Once you open this folder you will find the full NOFA document which includes what must be included in the proposal. You will also find the proposal cover sheet, narrative response template and budget template in this folder.
Should there be any technical issues related to accessing the documents necessary to complete the application process, you can contact Kristie Sharp at ksharp@atlantargeional.org.
Q: Is one county eligible to provide services for the seniors in their area only, or does the County have to provide workshops in all 10 counties? If the latter, to provide services for all 10 counties, can this be contracted through a MOU with the other 9 counties?
A: This NOFA is for the regional provision of evidence-based services. The applicant must be able to provide service across the full 10 county service area.

Subcontracts are allowable to ensure that the services are available in all ten counties.
Q: Will ARC subcontract their funds to the counties to administer the workshops?
A: ARC currently has subgrants with 10 county-based providers, in addition to several regional non-profits. ARC does not plan to subcontract out Title IIID funds to the county-based agencies to administer evidence-based program workshops.
The purpose of the NOFA is to have the services delivered by an organization rather than by the Area Agency on Aging directly, in accordance with ACL guidance. The funds available in the NOFA for FY 26, are the Title IIID funds that
ARC currently uses and has used in previous years to fund evidence-based wellness workshops. The training has been provided primarily by partners and lay leaders with ARC staff coordination.
Q: Are there going to be any sub grants or other NOFA opportunities for single county delivery of evidence-based programs.
A: No, there will not be any sub grant or other NOFA opportunities for single county delivery of evidence-based services. This NOFA is for the regional provision of evidence-based programs and must cover the full 10 county service area.
Q: Are we able to chose from the list of Evidence Based Programs listed or is it a requirement to provide all the programs listed.
A: The awardee must be licensed in all programs, have the minimum required lay leaders/coaches trained in each program and will be required to offer all 8 of the programs listed in the NOFA. Applicants can propose to offer additional evidence-based programs, but the service menu must include the core 8 that are listed in the NOFA.
