About this file
This is a Questions and Answers document for a competitive 8(a) set-aside solicitation (F2XHD66252AW01) under NAICS 611710 issued by the Department of the Air Force Air Education and Training Command for Civilian Leadership Development School (CLDS) training and development services. The contract period of performance is 12 months, running from 30 September 2026 through 29 September 2027, with no option periods. The Government will not provide incumbent staffing information or contact details, though contractors may reach out to the incumbent directly; contractors should be prepared to commence work immediately on the start date without an anticipated transition period.
The solicitation requires comprehensive instructional design, curriculum development and delivery, and Learning Management System services for both online and resident educational environments. Contractors must support multiple platforms including Air Force e-Learning (Skillsoft Percipio), Arizona State University Canvas, Microsoft Teams, Articulate 360, Adobe Captivate, Microsoft Office Suite, and potentially Blackboard and Moodle. DoD-compliant secure AI tools via GenAI.mil will be incorporated. Key personnel resumes are not required; contractors should follow the instructions in FAR 52.212-1 and 52.212-2 for proposal submission, staffing documentation, and evaluation criteria. Subcontractor and teaming-partner past performance may be used to demonstrate relevant experience at the contractor's discretion. The Government will provide training on any additional systems or platforms adopted beyond the baseline identified.
