About this file

This document is a Questions and Answers (Q&A) file for Invitation to Negotiate (ITN) No. DMS-24/25-199, issued by the Florida Department of Management Services for the State University System Optional Retirement Program (SUSORP) and Senior Management Service Optional Annuity Program (SMSOAP). The Q&A document addresses 23 specific questions from potential vendors about the solicitation, covering topics such as current service providers, fixed account options, participant demographics, asset balances, and self-directed brokerage windows. Key providers currently include Corebridge Financial, Equitable, TIAA, and Voya, with total plan assets of $8,265,248,200.21 as of May 2025.

The solicitation seeks comprehensive retirement program services for approximately 19,052 SUSORP participants and 5 SMSOAP participants across twelve state universities. Current crediting rates vary by provider, ranging from 1.55% to 5.50%, with minimum guarantees between 1% and 3%. The Department has requested an annual per-participant fee structure and is open to alternative pricing methodologies. Notably, Florida Statutes limit the program to no more than six companies, and the current ITN allows vendors to propose managed account services and self-directed brokerage options. The evaluation will combine technical and cost scores to establish a competitive range, with the goal of selecting a vendor that can provide seamless integration with existing infrastructure and technology while maintaining no additional fees to the Department or employers.
