About this file

Attachment C is a detailed deliverables and performance measures document for the Florida Department of Management Services (DMS), Division of Retirement, related to the State University System Optional Retirement Program (SUSORP) and Senior Management Service Optional Annuity Program (SMSOAP). The document outlines 88 specific performance measures with required service levels and financial consequences for non-compliance, covering areas such as implementation plans, member services, communications, website requirements, call center operations, reporting, and transition plans. Each performance measure is assigned a 100% service level requirement with specific financial penalties ranging from $100 to $25,000 per occurrence or per day of non-compliance, depending on the severity and nature of the issue.

The financial consequences are structured to incentivize precise compliance across multiple operational domains, including timely submissions of reports, maintaining website and call center performance, managing member communications, processing transactions, and adhering to security and screening requirements. The document demonstrates a comprehensive approach to vendor accountability, with penalties designed to ensure high-quality service delivery across all aspects of retirement program management. The financial consequences are intended to protect the state's interests by creating strong financial disincentives for potential service failures, with mechanisms to address everything from minor delays in reporting to significant breaches in member service or security protocols.
