About this file

This document contains questions and answers related to an Invitation for Bid (IFB) issued by the Maryland Department of Labor (LABOR) for Emergency Mold Remediation at their office building located at 175 Post Office Road in Waldorf, Maryland. The project involves cleaning and treating all areas affected by mold, including walls, ceilings, HVAC diffusers and returns, and approximately 1,310 square feet of carpet. The project duration is 15 days, with work to be performed between 8:00 AM and 4:00 PM. The contract requires the successful bidder to provide dehumidifiers to remove moisture from the building and negative air machines/air scrubbers for at least 3 days after cleaning is complete.

The responses provide clarification on the scope of work, including that the contractor should clean all areas that require treatment based on their expert opinion, rather than strictly adhering to the provided square footage estimates. The owner will provide an industrial hygienist for final air sampling, and only one bid copy is required. Bidders were required to conduct a site visit prior to submitting their bid, which could not be deemed non-responsive.

Q & A #1 To

Invitation for Bid (IFB) Emergency Mold Remediation at LABOR Office Building

175 Post Office Road, Waldorf, MD Solicitation Number: BPM026671

Date: November 16, 2021

Question #1: Who is responsible for providing Industrial Hygienist? Prime contractor or Owner?

Answer #1: Owner

Question #2: What is a duration of the project and working hours?

Answer #2: The duration of the project is fifteen (15) days. The working hours is from 8:00 am to 4:00 pm local time.

Question #3: The scope of work mention about "Remove moisture from building". There is no detail information available for this task. What actual they want to perform under this scope?

Answer #3: Provide dehumidifiers to remove moisture from building.

Question #4: We inspected the property at 10am this morning and will be submitting a bid. We have the following questions regarding the scope of work:

Section 2.2.1 Responsibilities and Tasks lists the responsibilities as:

1. The Property is approximately 12,000 sq. ft. in size

2. Approximately 17,500 sq. ft of walls needs to be treated

3. Approximately 11,800 sq. ft. of ceiling needs to be treated

4. Approximately 5,250 sq. ft. of carpet needs to be treated

a) Contractor shall visit the project site and verify existing conditions before submitting a bid. Failure to conduct a site visit may result in the bid being deemed non-responsive.

b) The Contractor shall perform the following:

1. Identify and treat all areas of concern and identify and treat any areas that may contain mold.

4. Clean ceiling HVAC diffusers and return covers. Perform a visual inspection of the attached vents after cleaning is finished

5. All treatment should be performed in compliance with EPA and State Guidelines.

6. Clean and deodorize approximately 1,310 sq. ft. of carpet

7. Remove moisture from building

8. Provide Negative Air Machines/ Air Scrubbers upon the completion of the cleaning of the space. The Air Scrubbers should remain in the building for a period of at least 3 days

Upon inspection, mold is visibly limited to the HVAC diffusers and returns. Visible mold on walls, ceiling, or furniture was hardly visible. Stating 17,500sf of walls needs to be treated and later saying clean visible mold on walls creates some confusion for me. Do you want all walls and ceiling cleaned or only where mold is visible?

Answer #4: Clean all areas that in your expert opinion needs to be treated.

Question #5: Please confirm if 11,800 SF ceiling needs to be treated. After visiting the site, it seems like not of the 11,800 SF needs to be treated.

Answer #5: Clean areas of the ceiling that in your expert opinion needs to be treated.

Question #6: Please confirm the carpet works in the SOW. During the site visit the contact said he was unaware of any carpet work / treatment for this project Answer #6: There are currently carpet tiles in 2 training rooms and 1 conference room.

Use your expert opinion to determine which areas have been affected and need to be cleaned.

Question #7: Please confirm the Wall treatment required for this project. After visiting the site, it seems like not of the 17,500 SF needs to be treated.

Answer #7: Clean areas of the walls that in your expert opinion needs to be treated.

Question #8: Since the black mold seems to be coming from the HVAC system, it may be worth investigating the duct system behind the diffusers and return covers to find the source of the mold. Can you please specify the quantities?

Answer #8: The source of the mold has already been identified. A visual inspection of the duct work behind all diffusers and return covers is necessary to see if the mold spread from the diffusers to the duct work.

Question #9: Will the Owner be providing the Industrial Hygienist for final air sampling in accordance with EPA guidelines or will that be the contractor's responsibility?

Answer #9: Yes
