About this file

This is a Questions and Answers document from a pre-submission conference meeting held on 2/5/25 for bid B-46404 regarding the Treatment and Detention Facility's (TDF) cooler mechanical retrofit project in Rushville, Illinois. The project involves retrofitting cooler mechanical equipment in the dietary unit, with specific focus on coolers 3-7 to be completed first. The project must be completed by 6/30/25 and requires 404 refrigerant (not propane-based), mechanical thermostats on evaporators, and Armaflex insulation with PVC wrap for outside pipes. Key specifications include one compressor pack due to space limitations, possible concrete pad extension, and new drain piping if needed.

This procurement is designated as a Small Business Set-Aside Program opportunity. A performance bond will be required for awarded contracts exceeding $150,000, though it is not needed at the time of bid submission. The vendor must provide their own fuel supply for trailers, with the facility providing a 55-gallon barrel with a 12-volt transfer tank. Additional requirements include background checks for all onsite employees, and the facility will provide padlocks for trailers and blueprint pictures with the bid documents. Technical specifications note four 30-minute defrost cycles per 24-hour period, heat trace requirement for Freezer 2, and all evaporators except the freezer are fed from the electrical room.
