About this file
This document is a set of Questions and Answers related to a Notice of Funding Opportunity (NOFO) for the USAID Investment, Jobs and Income (IJI) program, Solicitation Number 72052125RFA00001.
The key details are:
- USAID will not change the procurement from a Cooperative Agreement to a Contract, as the Cooperative Agreement mechanism is best suited to lead to a market-based outcome.
- The selected mechanism does not allow for the issuance of subcontracts, but the implementer may consider the use of a catalytic facility to be used on a pay-for-results through grants.
- USAID confirms that text boxes can be in 10pt font, and that it is possible to submit additional annexes beyond those indicated within the NOFO, but the total number of annexes should not exceed five (5).
- The USAID IJI program is a Cooperative Agreement opportunity open to unrestricted applicants, funded under the USAID Foreign Assistance for Programs Overseas (CFDA 98.001) grant program.

Notice of Funding Opportunity (NOFO) No. 72052125RFA00001
USAID Investment, Jobs and Income (IJI)
Amendment #1
Question 1: Would USAID consider changing the designation of the procurement from a Cooperative
Agreement to a contract and allow for firm fixed price budget proposals to allow for more non-traditional partners to lead and participate in the procurement?
USAID Answer: USAID will not consider changing the designation of the procurement from a Cooperative
Agreement to a Contract. The Mission determined that a Cooperative Agreement is best suited to lead to a market-based outcome, as this mechanism entails supporting an ongoing interest on the part of the main partner.
Question 2: If the opportunity remains as a Cooperative Agreement the activity does not allow profit by recipients or subrecipients. Most firms with strong capabilities and track record in transaction advisory, including those who were part of the Haiti INVEST project, are for-profit firms that do not have the ability to remove profit from their rates. Given this, will USAID allow for recipients to contract with for-profit transaction advisory firms as part of this activity?
USAID Answer: The selected mechanism does not allow for the issuance of subcontracts. However, as stated in paragraph c - Pay-For-Results (Page 10) “the implementer may consider the use of a catalytic facility to be used on a pay-for-results through grants”.
Question 3: Can USAID confirm that text boxes can be in 10pt font, the same as tables, charts, and graphs?
USAID Answer: USAID confirms that text boxes can be in 10pt font, the same as tables, charts, and graphs.
Question 4: Can USAID confirm if it is possible to submit additional annexes beyond those indicated within the NOFO?
USAID Answer: USAID confirms that it is possible to submit additional annexes but the total number of annexes should not exceed five (5).
