Question and Answer - FA441721QC179 – Intrusion Detection System
1. What is the secure room standard that this facility needs to meet? Is it ICD 705 for a SCIF facility, or is it DoDM 5200.01 for Open storage. The present design shown in blue prints is under designed for ICD705 compliance and over designed for open storage requirements.
Answer: This is an open storage area.
a. If ICD 705, then requires floor to ceiling walls plus possibility of above the ceiling sensors as well as 100% boundary coverage. Will also require a Vindicator SAW workstation to be local inside the secure room.
Answer: No workstation is required.
b. If only open storage, then the material list for the Encrypted Ethernet tunnel appliance is not needed as these are only needed when leaving a SCIF.
Answer: Facility is open storage no work station is required and base comm should provide network connectivity for the panel.
2. There are several references to Secured/Restricted areas and Open Storage areas in the RPQ References and SOW References, but the system is not called out for the area specifically to be an Open Storage Area/Restricted area. If it is to be an open storage area or higher then floor to ceiling walls are required (mentioned in SOW that there are not floor to ceiling walls) or 100% sensor coverage of the area. There is no sensor coverage in the conference room Answer: It will be an Open Storage Area, we would like the sensor on the outside of the conference room wall flipped around to be in the conference room.
3. What is the version of Vindicator at the headend that the system will be interfacing to?
Answer: The current version of vindicator at head end is Windows 7 and Vindicator 6.2
4. The RFQ references using approved sensors from AF 31-101 approved list, however, the Bosch ISC-PPR1-WA16G listed in the RFQ is not an approved sensor on that list. If you need 100% area coverage, a ceiling mounted 360 degree PIR like an Optex SX360Z (on approved list) would be a better option and can be mounted up to 15’ ceiling, which is about the ceiling in that area.
Answer: In order to be completely covered under the FSS III contract (meaning our local technician can work on the IDS once the 1 year warranty is over) ALL IDS equipment must be from the CMD list. I have attached the list again for reference. Anything placed on that list will not be maintained by our local technician and can actually interfere with work needing to be conducted in the future. If the OPTEX SX360Z is on the list, that is what needs to be used in lieu of the BOSCH ISC-PPR1 WA16G. This alarm can be used so long as it accurately provides coverage of doors/entry points.
Caveat: Any sensor on the CMD can be used as long as its procurable and it’s not made in china.
5. The RFQ lists a Honeywell 5-port unmanaged ethernet switch, however, per regs for IDS systems and network security, unmanaged switches are not allowed on networks to meet the system ATO. Everything must be run to a DISA APL approved switch. Is this switch planned for inside the room/panel to interface with an external base access switch for communication to
BDOC?
Answer: Everything must be direct Runn to Base COMM switches.
6. The SOW calls for a graphical keypad, however the RFQ listed Honeywell 352-34088-01 is a basic keypad with 12 buttons and 3 led lights, there is no graphical user interface on this component. This basic keypad can be used to arm and disarm the IDS system, but there is no record of who disarmed the system or graphical screen showing local alarms. For a graphical keypad, you need a Vindicator Site Commander if the area is a SCIF or a Vindicator Area Commander if the area is just Open Storage.
Answer: Keypad must/should be Corby 5620.
7. The SOW 1.2 and references a Vindicator “door access system” and “door identification reader”. Is this requiring the installation of a Vindicator Access Control System (ACS) system in addition to the Vindicator IDS system? An ACS system is not listed on the RFQ parts list and is a completely different system from the IDS. Also, there is no door reader/cardreader listed in the RFQ parts. If a full ACS system is needed, then that is additional parts, readers, boxes, computers and door security devices required that presently are not on the RFQ parts list to bid.
Was the IDS-AES 1500 listed in the parts list instead of the ACS? This question may lead to additional questions about the ACS depending on the answers.
Answer: If required WILL NOT be on IDS network. This must be standalone. SOW 1.2 highlights parts that are needed for SCIF not OSA. Please clarify whether this is SCIF or OSA.
An “ACS 1401 T” would be required for the panel as well as the site commander for the graphical keypad.
8. Will the existing back door be replaced with a solid wood door to secure the area?
Answer: Yes.
9. Under the current design, with 6 PIRs and 2 BMS units, that is 18 alarm points plus a few more. The V5 IDS can handle up to 48 alarm points. What is the need/reason for the IDS AES- 1500? This is only typically used when you have more than the 48 alarm points that the V5 can handle.
Answer: For Open storage and this amount of alarm points use an “AES-1401T version 3.2 release 23 vr7”. The AES-1500T is not required. Also use a Corby keypad.
10. Per the RFQ, only 2 batteries are called out. For the load and supplying 2 power supplies, 4 batteries would be required to support the 4 hour requirement. Does this facility have a backup generator?
Answer: The requirement for open storage is 8 hours for the battery/UPS/Generator. The standard for Hurlburt field is an 18 AMP battery. Contractor should determine load for amount of batteries.
11. Per the SOW, it requires that the power supply give a 30 minute warning when 30 minutes of battery are left. The power supplies don’t have a set time, it is a low voltage warning that the power supply sends, that triggers a low battery alarm, but that is not for a set period of time remaining.
Answer: The system installed at Hurlburt field does not require this as long as the AC fail/ Low voltage alarms are set as alarm points on the system.
12. Can it be noted on the blueprint the location of the power and comm connections? For the power connection, will the circuit be established, or will there just be a space available in the breaker panel? What is the connection in the comm panel…fiber/copper?
Answer: Power for the IDB should be a dedicated circuit. Equipment plugged into the wall is NOT allowed. SFS is unsure of breaker requirement.
13. Depending on answers to questions above about required equipment, the one box for components may not be large enough to house all the components, batteries, power supplies, etc.
Can a smaller separate box be mounted adjacent to this alarm box (above, below, side) of the main box to house additional items like the batteries and power supplies. This box would also be tampered. Depending on the switch proposed, the Honeywell box would need to be upgraded to an 8 inch deep box, since most of their boxes are only 6 inches deep.
Answer: The standard IDB is a Hoffman type box per the citing criteria. Do not use the Honeywell boxes. If the box is larger than 24 by 24 it requires two tamper switches.
14. Is there an issue with running exposed conduit on the walls, or does it have to be behind the walls? If it has to be run behind the walls, can we get in when the construction is happening to install the conduit before new drywall goes up? If conduit is exposed, will it be required to be painted?
Answer: Exposed conduit will be acceptable.
15. What is the schedule/timeline for the construction and buildout of this room/facility to take place?
Answer: Construction will start Mid Sep and end six months later.
