Brand Name Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

This action is a new order for the brand name Honeywell Vindicator Intrusion Detection System (IDS). This action will be competed as a firm fixed price contract.

The individual determination for brand name is limited to Vindicator items.

The requirement provides and installs a Vindicator Intrusion Detection System (IDS) in Building 90228, AOS Main Room 106. The contractor shall program the alarm panel, key pad, and components to all panel locations.

Section C: Justification for Soliciting for a Particular Brand Name Item

In accordance with the Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Memorandum for Record (Dated 28 January 2021), Advantor, LINX (formerly Will-Burt), and Vindicator are the only authorized Automated Entry Control Systems (AECS).

The current Hurlburt Field alarm system will not allow connection of the Advantor or Will-Burt system and the new Vindicator components for the requirement must be securely tied into existing Vindicator system(s).

Due to this, only Vindicator products can meet the needs of this requirement.

Section D: Efforts to Obtain Competition

Multiple small business concerns, that are authorized and certified Honeywell suppliers/installers, are able to provide the requested brand name items. The USAF reasonably expects to obtain adequate price competition from at least two or more responsible vendors.

Section E: Steps to Preclude Future Specific Brand Name Requirements

At this time, the Honeywell Vindicator system is the only authorized system at Hurlburt Field as it is not a standalone system - it connects to the Base Defense Operations Center. There are no actions planned to overcome barriers that preclude this agency from providing fair opportunity, regarding brand name specific requirements for Honeywell Vindicator systems. There is no reasonable expectation the brand name requirements for Honeywell Vindicator systems can be removed for future requirements. The government will continue to monitor market information, the Non-Nuclear Intrusion Detection System (IDS) Equipment Authorized Products List and technical publications to determine whether any other source can meet the IDS needs at Hurlburt Field.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1)(SAP), that the circumstances of this contract action deem only a brand name product is reasonably available.
