Questions and Answers 1
Answers by the government will be in red.
1. Will the government consider this as a Sole Source direct award to expedite the award to allow for proper planning and integration and minimize risk to performance?
a. The government is not currently considering a sole-source award for this requirement.
2. Will a senior or OPFOR Lead member be required for the OPFOR phases? Or will a government POC perform that role?
a. A Senior or OPFOR Lead member will be required (1 in the field and the other with the government (Red Czar).
3. Para 1.4 states, “The contractor shall ensure all training locations will be National
Environmental Policy Act (NEPA) compliant.” Can the government confirm if all training is taking place on government/military training areas? Or will some training take place in non-military areas? Can the government confirm what would be the contractor role in ensuring NEPA compliance on government/military training areas? What specific steps are necessary to ensure NEPA compliance at any required training locations?
a. Yes, they will operate both on and off military areas (only a couple of locations are off), the locations that were chosen by the government are not expected to have robust NEPA requirements and should not be a factor.
4. Is there a margin of error for the 100% performance threshold, and how will performance be measured?
a. Due to the nature of the time of contract solicitation, performance thresholds can be negotiated with the government as required to ensure the smoothest accomplishment of the contract for the exercise.
5. What is the process for the government revising the schedule in Appendix D if unforeseen delays occur?
a. Approval from the COR and/or the designated and predetermined Government point of contact will need to occur prior to revising the schedule. In all cases, consideration will be given to accomplish the contract in a way that satisfies the needs of the government in the most favorable way.
6. Para 1.4 states, “The Government will provide the contractor with a list of current Government Helicopter Landing Zones (HLZs) and Drop Zones (DZs), and requested locations for which the contractor must coordinate land use agreements IAW PWS Appendix D, Government Proposed Schedule Of Events And Contractor Support Required, requested LZ locations.”
a. Can the government confirm if all training is taking place on government/military training areas?
i. Some training will take place off of government/military areas.
b. Or will some training take place in non-military areas or using non-military HLZs or LZs?
i. Yes, only a limited number of HLZs will take place in non-military areas.
c. How will the government assist the contractor with coordinating the use of non-military training areas if required, if local authorities or landowners pose challenges?
i. This should not be required, but they will assist as required to relocate training sites and with known points of contact.
d. Overall, we need more information regarding expected Land-Use agreements by the contractor if these will be required.
i. With the areas that will be used off of military training sites, these should not require land use agreements of if so only a limited amount of coordination will be needed. As required, the government will be open to changing training sites on a needed case-by-case basis.
7. What are the maximum distances from the Dugway Proving Ground that exercise scenarios may take place?
a. No more than 90 Nautical Miles (roughly 150 NM driving).
8. Ref 1.13.2.3.2. Safety and Personnel: States that the contractor must provide safety personnel in addition to the LRPs. Can the government confirm that this is accurate? If so, how many safety personnel will be required each training day? What qualifications or certifications are required for the on-site safety personnel?
a. Safety for the contractor will be solely dependent on the contractors requirements.
The government will not be able to provide any safety personnel or equipment for the contractors.
9. PERSONNEL/Ref the daily LRP requirements in Appendix D and other stated personnel requirements, can the government confirm the following:
a. There are differences in required number of personnel that do not add up between the PWS and Appendix D. Please clarify the exact number of role players required each day and when/where they should report.
i. Appendix D includes the correct number of live role players for each day if that differs anywhere else that it is stated in the contract. Additionally note at the bottom of the appendix, each VUL a Red Czar should be accounted for, (location will be currently at Camp Williams with the White Cell).
b. Can the same LRPs working as “Survivors” work multiple exercise scenarios in the same day? If not, the number of required role players each day goes of substantially.
i. Yes, they can, as long as they meet all requirements for the specific role and that times do not overlap. NOTE: Survivors will most likely be flown from the exercise VUL area back to Dugway (main exercise operating base) and that will need to be accounted for in the time requirements. Additionally every VUL including OPFOR will have locations within 10 NM of the survivors’ positions.
c. Can the government confirm that SECRET level clearances are required for the numbers of LRP Survivors as stated in Appendix D? If so, will the LRPs be provided or exposed to classified information? Or will they just be exposed to sensitive procedures or operations?
i. Yes, they are required as per the PWS, some survivors (numbers that are designated in column 2 of Appendix D) will be in an environment that will require at a minimum secret security clearance.
d. On 6 Feb, since the three LRP exercise scenarios all occur relatively simultaneously of overlapping, can the government confirm that the number of required LRPs that day is 34?
i. That is correct, if times do not overlap, LRPs can perform multiple roles that day, as of note, only 4 are required to have secret security clearances out of the 34 LRP roles that day.
e. NOTE that If the 1-hour protestor scenario can be moved outside of the window of the Survivor/OPFOR scenario, the number of required LRPs that day could be limited to 24 by using the same LRPs for both exercise events.
i. That is what is required due to what was sent up to the ACC IG.
10. 1.12.2.2. “Survivor Support: Provide four (4) survivors for three (3) combat search and rescue integrated vulnerability periods (4 survivors per vulnerability period).” This para states that only four (4) LRPs are required for each exercise period; however, the Appendix D states that up to 11 Survivors are required for each exercise period. Can the government please clarify?
a. Appendix D is the correct number for LRPs. Unfortunately, the paragraph is not reflective of what Appendix D requires.
11. Para 1.4 states that the exercise PoP dates are February 3-7, 2025, however, Appendix D lists exercise scenarios of 2 Feb and does not list any scenarios on 7 Feb. Can the government please clarify?
a. Appendix D is correct, paragraph 1.4 has not been corrected to reflect that.
i. Correction added to paragraph 1.4, PoP dates are now February 2-7, 2025.
12. 1.15.3. Security Assistant. Can the government confirm if the requested security assistant, separate from the LRPs, needs to be on site during the exercise? Or can be done remotely?
a. That can be done remotely.
13. Is the Red Czar required to attend in-person the Rehearsal of Concept walkthrough on, or around January 20, 2025 at Davis-Monthan AFB?
a. Yes, however the correct date has now been changed due to wing requirements to
Jan 22nd. As an absolute last resort, the Red Czar can teleconference in.
14. Can the government clarify what dates the Red Czar should be at the Utah training area? When to arrive by and when can depart?
a. Arrival on the 2nd of Feb 2025 and they can leave upon the conclusion of the exercise on the 6th of Feb 2025.
15. Will the government or the contractor provide the Line-of-Sight FMS (Family Radio
Service) or GMRS (General Mobile Radio Service) (or equivalent) radios required for the LRPs?
a. No this will be provided by the contractor. The government will be providing CSELs for the survivors, only for communication with the government aircraft players.
Communication will still be required, contractor to contractor.
16. Can the government confirm that it will be providing the contractor with the CSEL and PRC-112G radios to be used in the exercise? Will the Government provide training for contractor personnel on CSEL and PRC-112G radios?
a. Survival radios will be provided by the government, required training will be provided one time by a government representative.
17. The PWS states that contractor Vehicles used for OPFOR must be clearly marked with
VS-17 panels and/or IR strobes in execution when “in-play." Does the government or contractor provide these?
a. The government will not be providing these.
18. Per 1.13.2.2.1.2 Survivor, can the government confirm that the contractor must provide a minimum amount of 1 quart of fake blood per survivor, for each of the survivor exercise events? This would require 56 quarts of fake blood be provided by the contractor for the overall exercise. Is this correct?
a. At a minimum, one pint of fake blood will be required for each survivor. Some may require more some may require less depending on injury state.
19. 1.13.2.2.1.1 “Counter CSAR Opposition Forces (OPFOR): The contractor must provide a
30-man near peer, organized & uniformed force to act as OPFOR, trained in small unit ground tactics, equipped with Small Arms with blanks specified by the Government, ground burst simulators, MANPADS simulators which emit IR energy to stimulate aircraft defensive systems, and smoke devices (all to be provided by the contractors).” Can the government clarify that the contractor will be required to provide Small Arms with blanks specified by the Government, ground burst simulators, MANPADS simulators which emit IR energy to stimulate aircraft defensive systems, and smoke devices (all to be provided by the contractors)?
a. Yes, the only thing incorrect is the 30-man team. The number is designated by
Appendix D each day.
20. Per Appendix D, can the government confirm that they will be providing the small arms required for arming the OPFOR?
a. Incorrect per the statement above.
21. Per Appendix D states a requirement for 5760 rounds of blank ammunition. Can the government confirm that this must be provided by the contractor? Or can/will the government be providing these blank rounds.
a. This will be provided by the contractor.
22. 22. Per appendix D, with the short timeline on this exercise execution, will the contractor be required to provide the Smoky Sams, MANPAD Simulators, and Small Arms Simulators? Or can/will the government be providing these items?
a. Contractor will be providing these items. If there is an issue with the number requirements on the short timeline, the government is willing to reduce the requirement dependent on negotiations and VUL requirements.
23. If the contractor must provide these above items, Will the Government inspect and certify simulators prior to the exercise? Are there specific storage or transport requirements for the simulators and blank ammunition?
a. The government will not need to inspect/certify simulators prior. There are no specific storage/transportation requirements on the government-side, this will need to be determined by the contractor.
24. Per appendix D, will the government be providing the required NVGs?
a. Contractor will be providing the required NVG.
