About this file

This document is a set of Questions and Answers related to a Request for Proposals (RFP) issued by the State of Oregon for Special Education Individualized Education Program (IEP) Meeting Facilitation, Mediation, and Complaint Resolution Services. The RFP is open to vendors who wish to provide these services to the state, including those who currently hold contracts for mediation or complaint resolution services. The services will be provided in the jurisdictions of Marion County and the City of Salem. The RFP process includes a question and answer period, and vendors must submit their proposals in response to the RFP.

The document provides additional details on the specific services required, including that IEP facilitated meetings are generally held in person, while mediation can be either in person or virtual, and complaint investigations are mostly done virtually. The current contracts for mediation and complaint resolution services will not be renewed, and vendors interested in continuing to provide these services must submit a proposal in response to this RFP. Vendors may submit proposals for one or more of the services (IEP meeting facilitation, mediation, or complaint resolution services).

2. I saw the bid posting about a need for facilitation / mediation for special education and IEP issues, and was hoping to learn more about the need and what you are looking for. Is there any additional information you can send me or point me toward?
All the information about the IEP facilitation, mediation and complaint resolution services will be in the documents attached in OregonBuys. If after reviewing the documents, you have some questions there is a question and answer period. Please see section 1.2 schedule for the question and answer time period. Section 4.3 Questions/Requests for Clarifications explains the process for submitting your questions.
