The Federal Bureau of Prisons (BOP), Federal Detention Center (FDC), Philadelphia located (FDC Philadelphia) at 700 Arch St. Philadelphia, intends to single award to a responsible commercial licensed elevator company that will provide all necessary equipment, labor, materials, and incidentals unless stated otherwise in this document to a responsible entity, to overhaul the four (4) existing passenger elevators.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows: The contractor will be responsible for implementing a complete and comprehensive modernization program customized to the specific demands of the building.
This would include the replacement of the existing and obsolete controllers with microprocessor control and drive systems. This program is intended to drastically improve the elevator reliability as well as reduce power consumption.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated.
Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
