About this file
This is a Questions and Answers document for federal contract opportunity W81K00-26-Q-A234, Part 2, issued August 5, 2026, regarding scleral contact lens procurement for Brooke Army Medical Center.
The procurement is structured as a Firm Fixed Price purchase order with estimated annual quantities used for proposal evaluation. Contractor personnel are not required to provide on-site clinical evaluation services; the government's assigned license provider conducts patient evaluations. Technical consultation may be provided remotely through manufacturer support without requiring separate pricing. The government will only pay for actual items ordered, received, and accepted with no guaranteed minimum purchase obligation. All lens types—including initial, routine, warranty, and remake lenses—must be delivered immediately after manufacturing is complete. Two-day expedited shipping applies only to specifically designated orders, not all orders. Offerors may provide multiple FDA-cleared lens materials with different oxygen permeability values if each material meets applicable salient characteristics. Products meeting all salient characteristics and FDA requirements will be evaluated equally regardless of manufacturer, brand, or proprietary technology. Vendors offering equivalent Higher Order Aberration (HOA) optic modifications or features comparable to BostonSight SmartSight are considered technically acceptable. Commercially equivalent warranties other than BostonSight's 90-day manufacturing warranty and 120-day unlimited fit-exchange are accepted, and the government permits product substitution with equivalent FDA-cleared products upon manufacturer discontinuation. Patient information is transmitted via secure vendor ordering systems or phone calls. The government optometrist retains responsibility for final prescriptions, patient evaluations, and clinical decision-making, with contractors providing technical recommendations only. The technical representative can approve substitutions and changes after consulting with healthcare providers. The acceptance timeline is three business days via phone call notification, and contractors may invoice after each accepted partial shipment. The previous incumbent contract was Purchase Order No. W81K00-25-P-A149 awarded to Boston Foundation for Sight, Inc.
