About this file

This is a Question and Answer Submittal Form issued by the Florida Department of Law Enforcement (FDLE) in response to vendor inquiries regarding ITB FDLE-ITB-2700 for the procurement of two Cessna 206 single engine fixed wing aircraft. The FDLE solicitation requires aircraft manufactured in 2017 or newer with fewer than 2,500 total airframe and engine hours, equipped with fully integrated Garmin G1000 NXI avionics systems, backup electronic flight information systems, Garmin autopilot and transponder, air conditioning, and seating configured to accommodate law enforcement mission consoles. Written questions were due July 22, 2026, with bids due August 5, 2026 at 3:00 p.m. Eastern Time and public bid opening scheduled for 3:30 p.m. at FDLE Headquarters in Tallahassee. The Q&A clarifies that bidders may substitute equal-or-better aircraft meeting all specifications if the initially offered aircraft becomes unavailable at time of award, specific tail numbers or serial numbers need not be identified in bids, and the state reserves the right to inspect aircraft prior to delivery to verify compliance with specifications.

Award will be made to the responsive and responsible bidder submitting the lowest Grand Total price, with delivery required within 90 to 120 days of Purchase Order issuance. All inspection, transportation, and delivery costs are the bidder's responsibility and must be included in the bid price. Bidders must register in MyFloridaMarketPlace and submit required certifications including drug-free workplace attestation, scrutinized companies list compliance, forced labor attestations, E-Verify compliance documentation, and a W-9 form prior to purchase order issuance. Bid prices remain firm for 60 days after opening or until a Purchase Order is issued. Payment is due within 40 days of receiving a proper invoice and receipt of goods per Florida Statutes Section 215.422(b). The FDLE will not reimburse any pre-award or post-award fees and costs unless explicitly included in the bid price.
