This document contains questions and answers related to a solicitation for liquid deicer storage tanks issued by the Illinois Department of Transportation (IDOT). The solicitation seeks bids for a one-time purchase of these tanks, with detailed equipment specifications provided. Respondents are required to submit the specifications with their bid. The questions and answers address items such as duplicate line items, missing line item numbers, contract duration, and the ability to bid larger tank sizes. The answers clarify that the first available line item is #5, the contract end date of June 30, 2026 allows for staggered deliveries due to material shortages, and that larger tank sizes are acceptable but smaller sizes are not. Additionally, the answers indicate that galvanized tie-down systems are not required for these tanks.

Question & Answers Liquid Storage Tanks B-44948
· Question: Line items 7 and 16 are both identical line items, both are going to the same location are these correct? The same for line items 9 and 15.
· Answer: Yes, they are correct
· Question: I see that the first line item listed is #5, are line items 1-4 missing?
· Answer: Line item 5 is the first available line item to bid on for this solicitation.
· Question: The contract shows a contract end date of June 30, 2026, is the intention to be able to accept tanks are they are made and shipped OR is it likely they will stagger deliveries over potentially 18 or more months?
· Answer: This allows the vendor time to ship all of their awarded tanks within the contract period. We expect the vendor to deliver as soon as they possibly can. We have found that since COVID the delivery dates are typically longer due to material shortages.
· Question: Can we bid a 6,900-gallon tank in place of a 6,500-gallon tank?
· Answer: Yes, you can bid a larger tank, but you cannot bid a smaller tank. If you are bidding a larger tank the district will have to confirm that they can accommodate the larger tank at their facility (this will be part of the evaluation process after the bid opening has expired).
· Question: Specification #572-60-04 – The following item shows information for a tie down system, IF REQUIRED. From the specification: “Tiedown assembly (if required) shall be manufacture of galvanized steel, utilize tank’s molded-in top dome lifting lugs and be compliant to IBC 2012 & CBC 2013 standards.” In looking at the specific tank descriptions, no tie down systems are mentioned. So, our question is, are galvanized tie down systems required for these tanks?
· Answer: No they are not required.
