About this file
This is a Questions and Answers document clarifying contract requirements for waste management services at a cemetery facility.
The contract includes three CLINs: CLIN 0001 covers weekly service of two 8-cubic-yard containers for general refuse, serviced twice per week (four lifts total); CLIN 0002 covers up to 30 services annually for 30-cubic-yard roll-off containers; and CLIN 0003 covers up to 18 services annually for 15-cubic-yard roll-off containers. Roll-off containers may contain construction and demolition debris, green waste, soil, concrete, rock, asphalt, lumber, pallets, metal, bulky items, appliances, tires, and treated wood generated from cemetery grounds, maintenance, construction, and operational activities. Hazardous waste, asbestos, medical waste, batteries, chemicals, liquids, paint, fuel, and other regulated materials are prohibited. Maximum anticipated weight per roll-off container is 4 tons; unit prices must include applicable landfill and tipping fees for included tonnage, with vendors allowed to specify per-ton rates for excess weight. One "EA" for roll-off services includes delivery, up to 30 days container rental, one pickup/removal, hauling, and disposal. Container exchanges are billed as one service only. No additional rental charges apply beyond 30 days, and no additional pickups outside the normal schedule will be requested. Service operations occur between 8:00 a.m. and 4:00 p.m., with scheduled services on federal holidays moved to the preceding day. The contractor must complete requested exchanges or removals within 72 hours of notification. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with tiered evaluation (SDVOSB, VOSB, small business, and large business); however, non-SDVOSB entities may submit offers for consideration under applicable tiers. Technical capability requirements mandate that the company must own or lease all equipment and employ the drivers; subcontracted equipment does not satisfy this requirement. This is a new requirement with an incumbent contract number 36C78624D50529.

1. What types of waste are expected in the two 8-cubic-yard containers under CLIN 0001?
The two 8-cubic yard containers are expected to contain general waste (general refuse).
2. What types of waste are expected in the 30-cubic-yard and 15-cubic-yard roll-off containers under CLINs 0002 and 0003?
The 30-cubic-yard and 15-cubic-yard roll-off containers may be used for waste generated from cemetery grounds, maintenance, construction, and operational activities. Anticipated materials may include, but not limited to, construction and demolition debris, green waste, tree and landscaping debris, grass clippings, branches, logs, stumps, roots, soil, gravel, sand, concrete, rock, asphalt, lumber, pallets, metal, bulky items, appliances, tires, and treated wood. Disposal of any materials requiring special handling shall comply with applicable Federal, State of Hawaii, and local disposal requirements.
3. May the roll-offs contain construction and demolition debris, green waste, soil, concrete, rock, bulky items, appliances, tires, treated wood, or other materials with special disposal rates?
Yes. The roll-off containers may contain construction and demolition debris, green waste, soil, concrete, rock, bulky items, appliances, tires, treated wood, and other materials that may be subject to special handling or disposal rates.
4. Please confirm that hazardous waste, asbestos, medical waste, batteries, chemicals, liquids, paint, fuel, and other regulated materials are prohibited.
Yes. Hazardous waste, asbestos containing materials, medical waste, batteries, chemicals, liquids, paint, fuel, oil, and other hazardous or regulated materials are prohibited from being placed in the containers under this requirement.
5. What is the estimated average and maximum weight of material expected in each roll-off container?
The estimated average weight will vary depending on the type of material placed in the roll-off container. The maximum anticipated weight for each roll-off container is 4 tons (8,000 pounds).
6. Must each unit price include all landfill or tipping fees? If so, should vendors include unlimited tonnage, or may the quote state an included weight allowance and a per-ton excess charge?
Yes. Unit prices shall include applicable landfill/tipping and disposal fees for the tonnage included in the contractor’s quoted unit price. Vendors may identify the amount of tonnage included in each unit price and provide a per-ton rate for weight exceeding the included allowance. The Government anticipates a maximum weight of approximately 4 tone per roll-off container.
7. If a container contains prohibited or contaminated material, may the contractor assess sorting, contamination, rejection, or special-handling charges with prior authorization?
Yes. If a container contains prohibited, contaminated, or other material requiring sorting, rejection, or other special handling, the contractor may assess applicable additional charges only with prior authorization from the Government. The contractor shall notify the Government of the condition and provide the basis and estimated cost of any additional charge before proceeding, when practicable. Any additional charges shall be supported by applicable landfill/disposal facility documentation, weight tickets, receipts, or other supporting documentation.
8. For CLINs 0002 and 0003, does one “EA” include delivery, up to 30 days of container rental, one pickup/removal, hauling, and disposal?
Yes. One “EA” for the roll-off container includes delivery, up to 30 days of container rental, one pickup/removal, hauling and disposal, subject to the applicable weight allowance and any authorized excess-tonnage charges identified in the solicitation/quote.
9. If the Government requests an exchange of a full roll-off for an empty container, is that considered one service or two separately billable services?
One billable service. The Government shall be billed only when a roll-off container is removed/hauled from Government property. When a full container is removed and replaced with an empty container, the removal of the full container constitutes one (1) billable service. Placement of the replacement empty container does not constitute a separate billable service. The replacement container will become billable only when it is subsequently removed/hauled from Government property.
10. Will additional rental charges be permitted when a roll-off remains onsite for more than 30 days?
No. Additional rental charges will not be permitted for roll-off containers remaining on site beyond 30 calendar days. The contractor shall schedule removal/pickup of the container on the 30th day. If the Government requests pickup/ removal prior to 30 days, the contractor shall perform the pickup as scheduled by the Government.
11. Are the quantities of 30 services for CLIN 0002 and 18 services for CLIN 0003 maximum estimated quantities for each contract year, with payment based only on services actually ordered?
Payments will be based only on services actually ordered and performed by the contactor. The Government does not guarantee that the full estimated quantities will be ordered.
12. The pricing schedule and PWS identify CLIN 0003 as a 15-cubic-yard roll-off, but the performance table on page 14 identifies it as a 10-cubic-yard roll-off. Please confirm the required container size.
CLIN 0003 should be 15-cubic yard roll offs.
13. For CLIN 0001, please confirm that the weekly unit price must include two 8-cubic-yard containers, with both containers serviced twice per week, for a total of four lifts per week.
Confirmed. Two 8-cubic yard containers, with both containers’ services twice per week, for a total of four lifts per week.
14. Must the two 8-cubic-yard containers be serviced regardless of how full they are, or may service be adjusted at the direction of the COR?
Yes. The two 8-cubic yard containers shall be serviced in accordance with the required service schedule regardless of how full the containers are at the time of service.
15. Are there any current service records showing average weights, disposal volumes, contamination, or historical roll-off usage that can be provided for pricing purposes?
No. The Government does not have current service records.
16. Are there size, height, turning-radius, axle-weight, noise, or vehicle-access restrictions at the Maintenance Shop Complex?
No size, height, turning-radius, axle-weight, noise, or vehicle access restrictions at the Maintenance Shop Complex.

24. Under Technical Capability, the solicitation requests a list of waste management equipment owned or leased by the company that will be used at the cemetery. If an offeror utilizes qualified subcontracted waste haulers, can equipment owned or leased by the proposed subcontractor satisfy this requirement?
