About this file
This is a Question and Answer Set document issued by the Maryland State Board of Elections regarding procurement eMMA: BPM-054214 for tamper evident labels needed for the 2026 Primary Election. The State of Maryland is seeking 388 rolls of tamper evident labels, with 1,000 labels per roll, in red and blue colors for distribution to local boards of elections and the State Board of Elections. The labels must be supplied in rolls of 1,000 units each, with delivery required by December 19th, 2025, according to a specified delivery table. The procurement does not mandate a specific material for label production; however, the labels must meet critical functional requirements including displaying "VOID" text when removed from a surface, maintaining strong adhesion to prevent disengagement, and leaving no residue on the surface to which they are applied. The labels must be tamper-evident in nature such that they cannot be reused due to visible void markings, and the State of Maryland reserves the right to request samples for testing prior to final purchase.
Invoices should be submitted to dlinvoice_sbe@maryland.gov and mailed to the Maryland State Board of Elections at 151 West Street, Suite 200, Annapolis, MD 21401. Packaging and delivery methods are at the discretion of the offeror, provided the product arrives undamaged and uncompromised. The procurement clarified that alternative solutions such as polyester non-tamper-evident labels or self-destructive labels that tear upon removal are not acceptable, as the specification requires labels that demonstrate tampering through void markings visible within the label itself while simultaneously leaving no surface residue. No pricing information, set asides, or funding sources are detailed in this Question and Answer document.

Question and Answer Set #1 Tamper Evident Labels eMMA: BPM-054214 11/21/2025
1. What is the billing address?
Answer: Attention: Maryland State Board of Elections, 151 West Street, Suite 200, Annapolis, MD 21401. Invoices can be sent to: dlinvoice_sbe@maryland.gov
0. What is the material that you want to be used?
Answer: We do not have a specified material for use in the creation of the tamper-evident label. The procurement publication includes the requirements which include but are not limited to the label not leaving residue when removed. As long as the label is safe for use, indicates when tampered with and does not damage or leave residue on surface it is applied to; the proposed solution will be evaluated and considered for this procurement. The State of Maryland may request samples of the solution to test prior to purchase.
0. What are the packaging details?
Answer: Packaging for delivery is determined by the offeror. Tamper-Evident labels must be supplied in rolls off a 1,000 and the offeror must ensure product is not damaged or compromised in or during transit/delivery.
0. The specification calls for tamper evident labels. By industry standards, this means that if removed, the label will leave behind a mark showing evidence of tampering. In the case of our labels this is text “VOID”. The specification also calls for “no residue is to be left on the machine either”. This is by definition contradictory.
We do offer polyester labels that are not tamper evident and do not leave a residue. We also offer self-destructive labels that when an attempt is made to peel the label, it will tear. These labels will not leave a residue. Would this be a better alternative to your requirements?
Answer: The tamper-evident label must show void within the label itself when removed from a surface. Residue and/or self-destructive labels will not suffice for this procurement. The label must be able to be removed without any impact to the surface which it was applied to and should not be able to be reused due to the markings of void being visible within the label when removed.
